VILLAGE OF WAUNAKEE PUBLIC WORKS COMMITTEE 500 W. Main Street August 31, 2021, 5:30 PM Meeting Minutes CALL TO ORDER Chairperson Frye, called the meeting to order at 5:30 p.m. Present: Nila Frye, Erin Moran, Sam Kaufmann, Brian Wallace, Brian Huibregtse. Absent: Joe Zitzelsberger, Paula Hogan Also Present: Bill Frederick, Aaron Jahncke, Tracy Meinholz, Ryan Endres, Kent Straus, Linda Ashmore, Sam Robinson. APPROVAL OF MINUTES Motion Wallace, second Huibregtse, to approve the June 29, 2021 minutes. Motion carried. PUBLIC COMMENT: Sam Robinson-305 Patrick Avenue, read a prepared statement expressing is concern that his street is in worse shape than Verleen and asking why it was once again being put off. Linda Ashmore-114 South Street, stated that she’d like the Village to consider using Coronavirus State and Local Fiscal Recovery Funds for additional street improvements. NEW BUSINESS 1) Discuss and Take Action on 5 Year Capital Improvements Plan The 5 Year Capital Improvements Plan was presented by staff and the process for the selected projects was explained. Verleen was placed at a higher priority than Patrick by Waunakee Utilities with concerns over the number of water main breaks recently. Chairperson Frye asked if a portion of each street could be done in 2022 and the remaining done in 2023. Aaron Jahncke, Village Engineer, stated that this was not a cost-effective way to do a project like this. Motion Wallace, second Huibregtse, to authorize staff to prepare and finalize the 5-year plan as presented. Motion carried 5-0. 2) Discuss and Take Action on Strand Task Order for 2022 Public Works Improvements Projects The next agenda item was to recommend approval of the Task Order for Strand to Public Works Committee Page 1 of Minutes 2 begin design and planning for the chosen streets and construction oversight for whichever projects are chosen to proceed first. Chairperson Frye stated that she had a hard time putting Verleen first when Patrick looks worse. Huibregtse felt Verleen was more of a priority because it is a collector street with higher traffic volume. Kent Straus stated that whichever street went first, the Task Order would not change. Motion Moran, second Wallace, to recommend Village Board approval of the Strand Task Order for 2022 Public Works Improvements as presented. Motion carried 5-0. 3) Update on Americans with Disabilities (ADA) Plan Aaron Jahncke gave the update on the evaluation phase of the project. Currently working on all public parks and facilities along with public sidewalks and ramps. Staff plans to have the final report done and ready for presentation by August 2022. 4) Update on 2021 Public Works Improvements Projects Phase 1 and Phase 2 projects are being landscaped and Phase 3 was just proof rolled this week. Sidewalks are being removed this coming week with replacements installed the following week. All projects expected to be done on or before September 17th.
