VILLAGE OF WAUNAKEE PUBLIC WORKS COMMITTEE 500 W. Main Street October 26, 2021, 5:30 PM Meeting Minutes CALL TO ORDER Chairperson Frye, called the meeting to order at 5:30 p.m. Present: Nila Frye, Sam Kaufmann, Brian Wallace, Joe Zitzelsberger, Brian Huibregtse. Absent: Erin Moran, Paula Hogan. Also Present: Bill Frederick, Aaron Jahncke, Tracy Meinholz, Ryan Endres. APPROVAL OF MINUTES Motion Kaufmann, second Huibregtse, to approve the August 31, 2021 minutes. Motion carried. PUBLIC COMMENT: None NEW BUSINESS 1) Discussion/Recommendation on 2023 Local Road Improvement Projects (LRIP) Grant Application for Municipal Street Improvement Less Than 20,000 Population (MSILT) Village staff is planning on submitting for a Local Roads Improvement Program (LRIP) MSILT (Municipal Street Improvement Less Than 20,000 population) grant for the 2023 pavement rehabilitation project for the streets listed on our capital improvement plan. This is entitlement funding, and a typical grant amount is $12,000-$20,000. The cost of the project is $430,000. The grant period is for 2022- 2023 calendar years. Motion Zitzelsberger, second Wallace, to recommend Village Board approve the submittal of the MSILT grant application. Motion carried 5-0. 2) Discussion/Recommendation on 2023 Local Road Improvement Projects (LRIP)/Municipal Street Improvement Program (MSIP) Grant Application Village staff is planning on submitting for a Local Roads Improvement Program (LRIP) MSID (Municipal Street Improvement Discretionary) Grant for Patrick Ave. between N. Division St. and N. Madison for the 2023 construction season which is in the 2022-2023 grant period. There is also MSIS (Municipal Street Improvement Supplemental) funding available as well that will be considered with this application. Public Works Committee Page 1 of Minutes 2 Discretionary projects have additional requirements, are competitively reviewed, prioritized by the committee, and are approved by the WisDOT secretary based on the defined criteria with a goal of fair geographic distribution in mind. For MSID projects a 50% state/50% local match is possible. For MSIS, the maximum committee award is a 90% state/10% local match. Staff will be focusing on the reconstruction portion of the project and the safety portion of the project. Heritage Hills is the new Veridian development and will have 479 residential units. Verleen, Patrick and Prospect do not have sidewalk and would potentially be a walking route for students walking to Prairie Elementary. It would also provide better pedestrian access to the east side of the Village. Motion Wallace, second Huibregtse, to recommend Village Board approve the submittal of the MSID grant application. Motion carried 5-0. 3) Discussion of the Distinction Between Type 1 vs. Type 2 Crosswalks Staff presented diagrams noting the difference between the two types of crosswalks. Committee members asked questions and staff stated the village is in the process of cataloging all crosswalks as part of the ADA project. No action necessary.
