VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A meeting of the Waunakee Plan Commission was held Monday, June 25, 2012, at the Waunakee Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER Mr. Laubmeier called the meeting to order at 7:33 p.m. ROLL CALL Members Present: John Laubmeier, Steve Kraus, Gary Herzberg, Tom Liebe, Mark McGuire, Bill Pellino Members Absent: Pat McGowan Also Present: Tracy Meinholz, Roberta Baumann, Michael King, Don Tierney, Michael Lawton, Pastor Leonard Allen, Brad Hougaard, Rod Rippley. APPROVAL OF MINUTES Motion Kraus, second Liebe, to approve the minutes from the May 21, 2012 meeting. Motion carried. NEW BUSINESS DISCUSSSION/ACTION DISCUSSION / RECOMMENDATION TO THE JPC ON THE WILL / ASSEMBLY OF GOD ANNEXATION REQUEST, CTH Q, TOWN OF WESTPORT AND DECEMBER 2011 MASTER PLAN AMENDMENT CONFIRMATION OF ADMINISTRATIVE CHANGES Motion Liebe, second Pellino, to recommend approval of 1) the administrative master plan amendment to include the Will and Assembly of God properties as requested in the petition and attached map, 2) approval of the annexation to the Village and Town Boards, 3) direct staff to prepare an amendment to the urban service area to include these properties. Motion carried. PUBLIC HEARING & DISCUSSION / ACTION ON SITE PLAN & CONDITIONAL USE PERMIT FOR LUCKY’S BAR & GRILLE (FKA SWEET SOPHIES), ARBORETUM OFFICE PARK Motion Kraus, second Herzberg, to approve the site plan and conditional use permit conditioned upon the following: 1) Parking requirement – Allow a 1 year review period with the Village ability to take the following actions if we have parking issues: (a) Require that the volleyball area be restored to parking (b) Require the property PC Meeting Minutes  owner acquire nearby parking areas or agreements (c) Require the owner reduce the seating capacity 2) That volleyball activity and lighting be limited to the hours of 9:00 AM to 10:00 PM daily. 3) That outdoor alcohol service, and related lighting and outdoor speakers be limited to the hours of 9:00 AM to 11PM daily. 4) Approval of the following by technical staff: parking lot lighting, volleyball court lighting, volleyball fencing, outdoor seating area fencing and signage. 5) That the applicant is made aware that Conditional Use Permits can be reviewed and re-evaluated by the Commission and that Conditional Use Permits are revocable and conditions of approval are may be modified based on experience. 6) All Utilities issues and easements satisfied. Motion carried. DISCUSS & TAKE ACTION ON CSM DEDICATING ALLEY RIGHT-OF-WAY BETWEEN CENTURY AVENUE & O’MALLEY STREET TO THE PUBLIC Motion Liebe, second McGuire, to recommend approval of the Century Ave./O’malley St. Right-of-Way CSM to the Village Board. Motion carried. FUDA UPDATE Liebe gave an update. ADJOURN Motion McGuire, second Pellino, to adjourn the meeting at 8:24 p.m. Motion carried.
