Meeting Minutes
CALL TO ORDER
The May 7, 2012 Village Board meeting was called to order by President John Laubmeier at
6:02 p.m.
ROLL CALL
Present: Phil Willems, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier, Gary
Walden (arrived at 6:20 p.m.)
Absent: Gary Walden, Chris Zellner
Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Bryan
Kleinmaier, Ray Kuehl
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Steve Kraus, to approve the Consent Agenda including all
items listed below.
Motion Passed. For: 5, Against: 0.
1. Approve April 16, 2012 Village Board Minutes
Motion to approve April 16, 2012 Village Board minutes.
2. Approve Routine Bills
Motion to approve check numbers ranging from 60680 through 60719 totaling $81,962.13 and
check numbers ranging from 60720 through 60732 totaling $5,745.43.
3. Approve Non-Routine Bills
Motion to approve check numbers ranging from 60733 through 60748 totaling $166,168.26 and
ACH check #1200327 totaling $62,681.74.
4. Approve Application for Temporary Class "B" License for St. John the Baptist
Catholic Church
Motion to approve application for Temporary Class "B" License for St. John the Baptist
Catholic Church for their annual festival on June 8, 9, and 10, 2012.
5. Approve Temporary Operator Applications for Paul O. Endres and Scott David
Nerat
Motion to approve temporary operator license applications for Paul O. Endres and Scott David
Nerat.
6. Approve Purchase of Large Format Printer
Motion to approve purchase of iPF MFP Canon Printer from MasterGraphics for an amount not
to exceed $7000.

PUBLIC HEARING
1. Discuss and Take Action on Minor Amendments to Zoning Code
The public hearing to consider minor amendments to the Village of Waunakee Zoning Code
was opened at 6:03 and closed at 6:04 p.m.
Motion by Phil Willems, second by Gary Herzberg, to approve minor technical amendments to
the Village of Waunakee Zoning Code.
Motion Passed. For: 5, Against: 0.
2. Discuss and Take Action on Koltes Certified Survey Map for 108 S. Madison
Street
The public hearing to consider a Certified Survey Map for Joe Koltes for 108 S. Madison Street
was opened 6:05 p.m. and closed at 6:06 p.m.
Motion by Sue Springman, second by Steve Kraus, to approve a Certified Survey Map for Joe
Koltes for 108 S. Madison Street as recommended by the Plan Commission and Board of
Appeals and conditioned on Village Engineer approval of deed restrictions.
Motion Passed. For: 5, Against: 0.
LICENSES/PERMITS
1. Discuss and Take Action on Operator License Application for Bob P. Houle
Motion by Steve Kraus, second by Gary Herzberg, to deny an Operator License Application for
Bob P. Houle based on Village Policy.
Motion Passed. For: 5, Against: 0.
2. Discuss and Take Action on Operator License Application for Vicki L. Key
Motion by Steve Kraus, second by Sue Springman, to approve an Operator License Application
for Vicki L. Key subject to successful completion of an approved beverage server training
course.
Motion Passed. For: 5, Against: 0.
3. Reading of Alcohol License Renewal Applications for July 1, 2012 to June 30,
2013
No action taken.
NEW BUSINESS
1. Discuss and Take Action on Amendment to Pre-Annexation Agreement for
Kilkenny Farms
Motion by Steve Kraus, second by Sue Springman, to approve the amendment to the Pre-
Annexation Agreement for Kilkenny Farms.
Motion Passed. For: 5, Against: 0.
2. Discuss and Take Action to Dissolve the Village Personnel Committee
Motion by Steve Kraus, second by Phil Willems, to take the necessary steps to dissolve the
Personnel Committee and utilize ad hoc committees when personnel issues arise which may call
for additional citizen input.
Motion Passed. For: 5, Against: 0.
3. Discuss and Take Action on 2012-2013 Committee Appointments
Motion by Steve Kraus, second by Phil Willems, to approve 2012-2013 board, commission, and
committee appointments as presented.
Motion Passed. For: 5, Against: 0.
5. Discuss and Take Action on Completing Fair Market Appraisal of Waunakee
Alloy Property *The Village Board may convene in closed session as authorized
by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating
the purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons
require a closed session. The Village Board may reconvene in open session.
Gary Walden arrived at 6:20 p.m.
Motion by Steve Kraus, second by Gary Herzberg, to table action to complete a fair market
appraisal of the Waunakee Alloy property.
Motion Passed. For: 6, Against: 0.
4. Discuss and Take Action on Selection of Developer for Main and Madison Street
Project *The Village Board may convene in closed session as authorized by
Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons
require a closed session. The Village Board may reconvene in open session.
No action taken.
