VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street May 20, 2013 - 6:00 PM Meeting Minutes CALL TO ORDER The May 20, 2013 Village Board meeting was called to order at 6:02 p.m. by President John Laubmeier. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Gary Herzberg, Steve Kraus, John Laubmeier Absent: Sue Springman Also Present: Todd Schmidt, Dave Ferris, Kevin Even, PJ Monson, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Steve Kraus, to approve the Consent Agenda including all items listed below. Motion Passed. For: 6, Against: 0, Absent: 1. 1. Approve May 6, 2013 Village Board Minutes Motion to approve May 6, 2013 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 64303 through 64330 totaling $17,518.71 and check numbers ranging from 64331 through 64337 totaling $3,982.37. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 64338 through 64351 totaling $22,822.16 and ACH check number 1300863 totaling $112,923.32. 4. Approve Street Use Permit for MABA Parade of Homes Motion to approve Street Use Permit for MABA Parade of Homes taking place on Westbridge Trail, Richards Court, and Richards Way from June 8 through June 23, 2013. 5. Approve Ordinance to Amend Section 6-8(2) Village of Waunakee Code of Ordinances Related to Carryout Hours Motion to approve Ordinance to Amend Section 6-8(2) Village of Waunakee Code of Ordinances Related to Carryout Hours. 6. Approve Temporary Class "B" License Application for American Legion Post 360 for Waunafest on July 25 - 28, 2013 Motion to approve Temporary Class "B" license application for American Legion Post 360 for Waunafest on July 25 - 28, 2013 subject to the following conditions: entrance of beer tent be staffed from open to close by paid security person for purpose of checking ID's and signs posted at entrance of beer tent indicating "No one under the age of 21 is allowed in the beer tent after 8:00 p.m." 7. Approve 2013 Chip Seal Improvement Bid Motion to approve the low bid from Fahrner Asphalt for $79,243.09. 8. Approve Purchase of Mapping Software Add-On Motion to authorize the purchase of the software update. 9. Approve Disposal of Public Property Motion to approve of the disposal of public property as detailed by staff. PUBLIC COMMENT There was no comment from the public. LICENSES/PERMITS 1. Reading of Alcohol License Renewal Applications for July 1, 2013 to June 30, 2014 Deputy Clerk PJ Monson read the alcohol license renewal applications into the record for consideration at the June 3, 2013 Village Board meeting. NEW BUSINESS 1. Discuss and Take Action on Review and Approval of Health Insurance Broker/Dealer Agent Motion by Steve Kraus, second by Gary Walden, to select Associated Financial Group LLC as the Village's health insurance broker/dealer agent and authorize Administrator to executed the agreement to proceed with review of the Village's health insurance program. Motion Passed. For: 5, Against: 0, Absent: 1, Abstain: 1. OLD BUSINESS 1. Discuss and Take Action Regarding Organizational Strategic Planning and Growth *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(c) for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The Village Board may reconvene in open session to take action. No action was taken. ADJOURN Motion by Gary Herzberg, second by Gary Walden, to adjourn at 6:12 p.m. Motion Passed.
