VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street June 2, 2014 - 6:00 PM Meeting Minutes CALL TO ORDER The June 2, 2014 Village Board meeting was called to order by Village President John Laubmeier at 6:01 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier Absent: None Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Nila Frye, Bryan Kleinmaier, Caitlin Stene, Bill Frederick, Tom Haberski, Mary Reed, Chris Kuehn, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Gary Walden, to approve the Consent Agenda including all of the items listed below and moving consideration of the Village Hall office remodel to later on the agenda. Approve Routine Bills Motion to approve check numbers ranging from 69257 through 69281 totaling $50,966.56 and check numbers ranging from 69350 through 69356 totaling $5,250.20. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 69357 through 69365 totaling $52,714.73 and ACH check number 1400776 totaling $127,016.85. 5. Approve Salary Adjustment for Assistant Administrator / HR Manager Motion to approve the adjustment of Assistant Administrator / HR Manager Caitlin Stene's salary to $50,000 effective on her 6 month anniversary date. 6. Approve Proclamation Declaring June 4, 2014 as Buddy Project Day of Kindness in Village of Waunakee Motion to approve Proclamation Declaring June 4, 2014 as Buddy Project Day of Kindness in Village of Waunakee. 7. Approve Amended Contract with Incident Management Solutions LLC for Emergency Operations Plan Motion to approve amended contract with Incident Management Solutions LLC for an area- wide Emergency Operations Plan. Approve Village Hall Office Remodel Motion by Phil Willems, second by Sue Springman, to authorize the Village Administrator to utilize no more than $25,000 from the Village Hall land sale proceeds for the purpose of new office construction and related equipment purchases. Discuss and Take Action on Annual Operator License Applications Motion by Gary Herzberg, second by Steve Kraus, to approve Operator License applications for all applicants listed on attached roster subject to successful completion of an approved responsible beverage server training course. Motion Passed. For: 7, Against: 0. OLD BUSINESS 1. Discuss and Take Action on Potential Waunakee Alloy Site Redevelopment, Related Project Agreements, and Land Acquisition *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session. Motion by Steve Kraus, second by Chris Zellner, to convene in closed session at 6:31 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session regarding potential Waunakee Alloy Site redevelopment, related project agreements, and land acquisition. NEW BUSINESS 1. Discuss and Take Action on Public Works Committee Recommendation of Installation of Sidewalk on Bacon Street as Part of Downtown Redevelopment Trustee Sue Springman, Nila Frye, Public Works Committee member, and Tom Haberski spoke against the project. Trustees Chris Zellner and Gary Herzberg spoke in favor of the project. Motion by Chris Zellner, second by Gary Herzberg, to approve installation of sidewalk on Bacon Street as part of Downtown Redevelopment Project. Motion Failed. For: 3 - Chris Zellner, Gary Herzberg, Steve Kraus, Against: 4 - Phil Willems, Gary Walden, Sue Springman, John Laubmeier.
