VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street December 7, 2015 - 6:00 PM Meeting Minutes CALL TO ORDER The December 8, 2015 Village Board meeting was called to order by President Chris Zellner at 6:03 p.m. ROLL CALL Present: Gary Walden, Chris Zellner, Sue Springman (arrived at 6:04 p.m.), Gary Herzberg, Steve Kraus, John Laubmeier Absent: Phil Willems Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Nila Frye, Geoff Vine, Tim Herlitzka, Mike Peters, Jean Elvekrog, Caitlin Stene, Susan Hedrick, Mike Harrigan, Keith Streckenbach, Wesley Reynolds, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by John Laubmeier, second by Gary Walden, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 5, Against: 0, Absent: 2. 1. Approve November 16, 2015 Village Board Minutes Motion to approve November 16, 2015 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 72461 through 72478 totaling $53,420.03, check numbers ranging from 72479 through 72490 totaling $49,481.07, and check number 72491 totaling $550,000.00. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 72492 through 72507 totaling $77,269.66. 4. Approve Purchase of Civic Systems ACA Reporting Module Motion to approve the purchase of the Civic Systems ACA Reporting Module. 5. Approve Appointment of Kristan Collins to Library Board Motion to approve appointment of Kristan Collins to the Library Board, effective immediately, to replace Tasha Chambers. 6. Approve Changes to Snowmobile Route and Authorizing Resolution Motion to approve changes to Snowmobile Route and Authorizing Resolution. 7. Approve Disposal of Village Property - Village Center Motion to approve the proposed disposal of Village property. 8. Approve 2016-2017 Election Inspector Appointment Motion to approve the individuals listed on the attachment as Election Inspectors for 2016- 2017. 9. Approve Empathia Life Matters Program Agreement for Providing Village's Employee Assistance Program Benefit Motion to approve the Empathia Life Matters Program Agreement and authorize the Village Administrator to sign the agreement. PUBLIC COMMENT There was no comment from the public. Sue Springman arrived at 6:04 p.m. PUBLIC HEARING 1. Discuss and Take Action on Request for CSM and Rezone for Carriage Ridge Parkland Dedication The public hearing to consider a Certified Survey Map and rezone request for the Carriage Ridge parkland dedication was opened at 6:04 p.m. and closed at 6:05 p.m. Motion by Gary Herzberg, second by Steve Kraus, to approve the rezone ordinance and Certified Survey Map for the Carriage Ridge parkland dedication as recommended by staff. Motion Passed. For: 6, Against: 0, Absent: 1. LICENSES/PERMITS 1. Discuss and Take Action on Change of Agent for Cuco's Inc., dba Cuco's Mexican Restaurant Motion by Steve Kraus, second by Sue Springman, to approve Dolores Ma De Gabriel as agent for Cuco's Inc., dba Cuco's Mexican Restaurant. Motion Passed. For: 6, Against: 0, Absent: 1. NEW BUSINESS 1. Discuss and Take Action on Resolution to Approve Amendment No. 2 to Long Term Power Supply Contract for Participating Members with WPPI Energy and Amendment No. 2 to Long Term Power Supply Contract for Participating Members with WPPI Energy Motion by Steve Kraus, second by John Laubmeier, to approve the Resolution to Approve Amendment No. 2 to Long Term Power Supply Contract for Participating Members with WPPI Energy and Amendment No. 2 to Long Term Power Supply Contract for Participating Members with WPPI Energy. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Library Architect Selection and Fundraising Feasibility Study Motion by Sue Springman, second by Steve Kraus, to authorize the Library Board President to execute the agreement with McDonald Schaefer to allow the Fundraising Feasibility Study to begin, and to authorize the Library Board President to execute the Conceptual Design Proposal with OPN Architects to allow conceptual design to begin. Motion Passed. For: 6, Against: 0, Absent: 1. 3. Discuss and Take Action on Chapter 14-13 Limitation on Number of Dogs and Cats No action was taken. 4. Discuss and Take Action on the Resolution Awarding Sale of General Obligation Bonds, Series 2016A Motion by Gary Herzberg, second by Gary Walden, to approve the Resolution Awarding the Sale of $6,055,000 General Obligation Bonds, Series 2016A. Motion Passed. For: 6 - Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier, Against: 0, Absent: 1. 5. Discuss and Take Action on Employee Performance Issue *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(c) for the purpose of considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Motion by John Laubmeier, second by Gary Herzberg, to convene in closed session at 7:09 p.m. as authorized by Wisconsin Statute 19.85(1)(c) for the purpose of considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.
