CALL TO ORDER
The March 7, 2016 Village Board meeting was called to order by Village President Chris
Zellner at 6:00 p.m.
ROLL CALL
Present: Phil Willems, Chris Zellner, Gary Herzberg, Steve Kraus, John Laubmeier

CONSENT AGENDA

Motion by Steve Kraus, second by Phil Willems, to approve the Consent Agenda including all
of the items listed below.

Motion to approve February 16, 2016 Village Board minutes.

4. Approve Proposal from Automatic Entrances of WI, Inc. for Installation of
Automatic Door Openers on Village Hall Front Entrance
Motion to approve proposal from Automatic Entrances of WI, Inc. for installation of automatic
door openers on Village Hall front entrance.
5. Approve Proposal from LaForce to Install Pin-Code Activated Lock at Tierney
Park Shelter
Motion to approve the contract with LaForce to install the push-button lockset at Tierney Park.
6. Approve Waunakee Veterinary Clinic Claim for Unlawful Tax
Motion to approve the claim by Waunakee Veterinary Clinic for unlawful tax and refund
$358.24.
7. Approve Resolution Authorizing Application to Serve as Concessionaire for the
Waunakee Village Center
Motion to approve the resolution authorizing application to serve as Concessionaire for the
Waunakee Village Center.

PUBLIC HEARING
1. Discuss and Take Action on Village of Waunakee Park and Open Space Plan
The public hearing to consider the Village of Waunakee Park and Open Space Plan was opened
at 6:04 p.m. and closed at 6:06 p.m.
Motion by John Laubmeier, second by Gary Herzberg, to approve the proposed amendment to
the Village of Waunakee Park and Open Space Plan, originally adopted December 7, 2009.
Motion Passed. For: 5, Against: 0, Absent: 2.
LICENSES/PERMITS
1. Discuss and Take Action on Operator License Applications for Jesse L. Stoehr,
Landon J. Stamper, and Eric Stonehocker
Motion by Steve Kraus, second by Phil Willems, to approve operator license applications for
Jesse L. Stoehr, Landon J. Stamper, and Eric Stonehocker, subject to successful completion of
an approved responsible beverage server training course and review by the Waunakee Police
Department.
Motion Passed. For: 5, Against: 0, Absent: 2.
NEW BUSINESS
2. Discuss and Take Action on Creation of Accounting Clerk II Job Description
and Salary Placement, and Updated Accounting Clerk I Job Description
Motion by Phil Willems, second by Steve Kraus, to approve the Accounting Clerk II job
description and its placement on the hourly wage scale at grade 9 and approve the updated
Accounting Clerk I job description.
Motion Passed. For: 5, Against: 0, Absent: 2.
1. Discuss and Take Action on Initial Resolution Regarding Industrial
Development Revenue Bond Financing for RenewAire, LLC Project.
Information with respect to the job impact of the project will be available at the
time of consideration of the Initial Resolution.
Motion by Steve Kraus, second by Phil Willems, to approve the Initial Resolution Regarding
Industrial Development Revenue Bond Financing for the RenewAire, LLC Project.
Motion Passed. For: 5, Against: 0, Absent: 2.
3. Discuss and Take Action to Cancel March 21, 2015 Village Board Meeting
Motion by Gary Herzberg, second by Steve Kraus, to cancel the March 21, 2016 Village Board
meeting.
4. Discuss and Take Action on Employee Separation Agreement *The Village
Board may convene in closed session as authorized by Wisconsin Statute
19.85(1)(c), (e), (f), and (g) to confer with and receive advice from legal counsel
regarding an employment matter involving a Village employee and the
investigation of charges against that employee in which litigation is likely to be
involved and which would, if discussed in public, be likely to have a substantial
adverse effect upon the reputation of that employee; and to deliberate regarding
public business in which competitive or bargaining reasons require a closed
session. The Village Board may reconvene in open session to discuss and take
action on the subject matter discussed in closed session.
Motion by John Laubmeier, second by Gary Herzberg, to convene in closed session at 6:19 p.m.
as authorized by Wisconsin Statute 19.85(1)(c), (e), (f), and (g) to confer with and receive advice

5. Discuss and Take Action on Village Administrator/Economic Development
Director Annual Evaluation and Wage Adjustment *The Village Board may
convene in closed session as authorized by Wisconsin Statute 19.85(1)(c) for the
purpose of considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility. The Village Board may reconvene in
open session to discuss and take action on the subject matter discussed in closed
session.
Motion by Steve Kraus, second by Gary Herzberg, to convene in closed session at 6:20 p.m. as
authorized by Wisconsin Statute 19.85(1)(c) for the purpose of considering employment,
promotion, compensation or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility related to Village
Administrator/Economic Development Director annual evaluation and wage adjustment. The
Village Board may reconvene in open session to discuss and take action on the subject matter
discussed in closed session.

OLD BUSINESS
1. Discuss and Take Action on Offer to Purchase Waunakee Alloy for Potential
Public Library *The Village Board may convene in closed session as authorized
by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating
the purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons
require a closed session. The Village Board may reconvene in open session and
discuss and take action on the subject matter discussed in closed session.
Motion by Steve Kraus, second by Gary Herzberg, to convene in closed session at 6:17 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related to
Offer to Purchase Waunakee Alloy for potential public library. The Village Board may
reconvene in open session and discuss and take action on the subject matter discussed in closed
session.
Motion Passed. For: 5 - Phil Willems, Chris Zellner, Gary Herzberg, Steve Kraus, John
Laubmeier, Against: 0, Absent: 2.
Motion by Phil Willems, second by Steve Kraus, to reconvene in open session at 8:03 p.m. to
discuss and take action on the subject matter discussed in closed session.
Motion Passed. For: 5, Against: 0, Absent: 2.
Motion by Steve Kraus, second by Phil Willems, to authorize the Village Administrator to
execute the resignation agreement and the separation agreement with Julie Brewer.
Motion Passed. For: 5, Against: 0, Absent: 2.
Motion by Phil Willems, second by Gary Herzberg, to grant the Village Administrator a 2016
wage increase of 2.5% retroactive to January 1, 2016, and grant a bonus of $5,000 with $2,500
paid immediately and $2,500 paid January 1, 2017; the Village Administrator may elect for the
bonus to be paid as cash or contributed to a retirement fund.
Motion Passed. For: 5, Against: 0, Absent: 2.
