CALL TO ORDER
The October 5, 2020 Village Board meeting was called to order by President Chris Zellner at
6:03 p.m.
ROLL CALL
Present: Bill Ranum (arrive at 6:27 p.m.), Nila Frye, Kristin Runge, Phil Willems, Chris Zellner,
Erin Moran, Gary Herzberg (arrived at 6:06 p.m.)

CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official

Items under the consent agenda may be acted upon by one motion. If, in the judgment of any

PUBLIC HEARING*
1 Discussion / Action on a Request by Karls Family Dentistry, 400 W. Second
Street, for a Certified Survey Map to Allow for a Building Expansion
Following a presentation by Kevin Even, Village Engineer, the public hearing to consider a
request by Karls Family Dentistry, 400 W. Second Street, for a certified survey map to allow for
a building expansion, was opened at 6:08 p.m.
Matt Karls (Business Owner) provided a comment of support and thank you.
The public hearing to consider a request by Karls Family Dentistry, 400 W. Second Street, for a
certified survey map to allow for a building expansion, was closed at 6:10 p.m.
Motion by Phil Willems, second by Nila Frye to approve the certified survey map for Karls
Dentistry at 400 W. Second Street, conditioned upon final administrative approval by Village
Staff of the site plan. Roll Call Vote. Motion Passed. For: 6 - Kristin Runge, Chris Zellner, Phil
Willems, Erin Moran, Gary Herzberg, Nila Frye. Against: 0.
2 Discuss and Take Action on a Request by Kraemer Development for a Certified
Survey Map, Sarah Lane, Woodland Crest Development
Following a presentation by Kevin Even, Village Engineer, and the applicant, Jeff Kraemer, the
public hearing to consider a request by Kraemer Development for a Certified Survey Map, Sarah
Lane, Woodland Crest Development, was opened at 6:17 p.m.
No comments received.
The public hearing to consider a request by Kraemer Development for a Certified Survey Map,
Sarah Lane, Woodland Crest Development, was closed at 6:19 p.m.
Motion by Gary Herzberg, second by Kristin Runge, to approve the certified survey map for the
Kraemer Development. Roll Call Vote. Motion Passed. For: 6 - Chris Zellner, Phil Willems, Erin
Moran, Gary Herberg, Nila Frye, Kristin Runge. Against: 0.
NEW BUSINESS
7 Discuss and Take Action to Authorize Staff to Finalize the Refuse and Recycling
Contract with the Low Bidder, Pellitteri Waste Systems
Nila Frye recused herself from the discussion and action on the item.
Motion by Chris Zellner, second by Phil Willems, to authorize the Village Engineer and Village
Attorney to prepare and finalize the contract amendment with Pellitteri as recommended by the
Public Works Committee. Roll Call Vote. Motion Passed. For: 5 - Kristin Runge, Chris Zellner,
Phil Willems, Erin Moran, Gary Herzberg. Against: 0.
1 Discussion and Update regarding COVID-19 Pandemic (including presentation
of "Get Out And Try" Waunakee Campaign)
Discussion only, no action taken.
2 Discuss and Take Action on 2020 Trick-or-Treating
Motion by Gary Herzberg, second by Phil Willems, to approve trick-or-treating hours of 5 p.m.
to 7 p.m. on Saturday, October 31st, 2020 and recommend residents follow the tips
recommended by Dane County Public Health. Roll Call Vote. Motion Passed. For: 7 - Chris
Zellner, Phil Willems, Erin Moran, Gary Herberg, Nila Frye, Kristin Runge, Bill Ranum.
Against: 0.
3 Discuss and Take Action on Racism, Tolerance and Equity in the Waunakee
Community
Discussion only, no action taken.
4 Discuss and Take Action on a Resolution Supporting the Fair and Equal
Treatment of All Human Beings, Denouncing Racism in All Its Forms, and
Declaring the Village's Commitment to Equity, Diversity and Inclusion
Motion by Kristin Runge, second by Erin Moran to approve the resolution supporting the fair
and equitable treatment of all human beings, denouncing racism in all its forms, and declaring
the Village's commitment to equity, diversity, and inclusion. Roll Call Vote. Motion Passed. For:
7 - Erin Moran, Gary Herzberg, Nila Frye, Kristin Runge, Bill Ranum, Chris Zellner, Phil
Willems. Against: 0.
5 Discuss and Take Action on Request to make Martin Luther King Jr. Day an
Official Village Holiday
Motion by Nila Frye, second by Phil Willems, to approve the addition of approve the addition of
Martin Luther King Jr Day to the list of Village recognized holidays and authorize Village
Administrator to update the Village Employee Handbook to reflect this change. Roll Call Vote.
Motion Passed. For: 7 – Gary Herzberg, Nila Frye, Kristin Runge, Bill Ranum, Chris Zellner,
Phil Willems, Erin Moran. Against: 0.
6 Discuss and Take Action on Request for Prorated Liquor License Refund
Motion by Gary Herzberg, second by Kristin Runge, to approve a prorated liquor license refund
of $550 to the Kinzel Hospitality Group and authorize staff to issue the refund after the
surrendering of the original liquor license issued to the Kinzel Hospitality Group dba Boston’s
Restaurant & Sports Bar. Roll Call Vote. Motion Passed. For: 7 - Nile Frye, Kristin Runge, Bill
Ranum, Chris Zellner, Phil Willems, Erin Moran, Gary Herzberg. Against: 0.
8 Discuss and Take Action on Proposal from Wisconsin Partnership for Housing
Development for Assisting the Community Development Authority (CDA) with
Housing Recommendations
Motion by Erin Moran, second by Nila Frye to authorize the Village Administrator to execute the
consulting services proposal between the Village and Wisconsin Partnership for Housing
Development as proposed. Roll Call Vote. Motion Passed. For: 7 - Bill Ranum, Chris Zellner,
Phil Willems, Erin Moran, Gary Herberg, Nila Frye, Kristin Runge. Against: 0.

PUBLIC COMMENTS: This agenda item allows those attending to speak about any item
on or not on the agenda. During this item, those participating using the zoom system will
be instructed to “raise hand” to speak. Those participating by phone are asked to register
to speak by calling (608)850-2827 prior to the meeting. Each speaker is limited to two (2)

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not
engage in back-and-forth discussion or take formal action during this period. The Board may
consider deferring the subject to a later meeting when specific notice can be given. Note: In
general, Wisconsin law grants citizens the right to attend and observe open session meetings of
the Village Board, but does not require allowing the public to speak or actively participate. The
Village Board may determine if citizen participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
