VILLAGE OF WAUNAKEE BOARD MEETING 500 W Main Street September 7, 2021 6:00 PM Meeting Minutes CALL TO ORDER The September 7, 2021 Village Board meeting was called to order by President Chris Zellner at 6:00 p.m. ROLL CALL Present: Nila Frye, Sam Kaufmann, Phil Willems, Chris Zellner, Erin Moran, Gary Herzberg, Bill Ranum Also Present: Caitlin Stene, Bryan Kleinmaier, Tim Semmann, Renee Meinholz, Bill Frederick, Aaron Jahncke, Kent Strauss, Dan Brinkman, Kevin McDaniel, Roberta Baumann, Scott Russell, Linda Ashmore, Andrew Kessenich, Jill Christianson, Kerry Abercrombie CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Clerk Caitlin Stene for open meeting compliance. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Bill Ranum, to approve the Consent Agenda including all items listed below. Motion Passed: For: 7, Against: 0 1 Approve Schedule of Bills Approve US Bank in the amount of $126,157.60, WEX in the amount of $3,752.41, check numbers 81184- 81206 totaling $229,882.99, and 81206-81247 totaling $808,505.38. PUBLIC COMMENT Mary Heimbecker (306 W Third Street) provided written comments thanking Bill Frederick for his time and commitment to the Village. PUBLIC HEARING 1 Public Hearing & Discussion/Action on Proposed Amendment to the Zoning Code to Change the Minimum Size of Efficiencies for All Multi-Family Developments in the Village Following a presentation by Village staff, the public hearing regarding the proposed amendment to the zoning code to change the minimum size of efficiencies for all multi-family developments in the Village, was opened at 6:04 p.m. No comments received. The public hearing regarding the proposed amendment to the zoning code to change the minimum size of efficiencies for all multi-family developments in the Village, was closed at 6:06 p.m. Motion by Phil Willems, second by Erin Moran, to approve the ordinance that would amend Section 133- 17 (1) of the zoning code decreasing the minimum required area of efficiency units from 600 square feet to 500 square feet. Motion Passed: For: 7, Against: 0 NEW BUSINESS 1 Discuss and Provide Direction to Village Waunakee Area EMS District Representative on 2022 Departmental Funding Proposal and Service Contract Discussion only, no action taken. 2 Discuss and Take Action on Strand Task Order 21-04 Related to 2022 Public Works Improvements Motion by Nila Frye, second by Sam Kaufmann, to approve Strand Task Order 20-02 related to 2022 Public Works improvements. Motion Passed: For: 7, Against: 0. 3 Discuss and Take Action on Amendment Number Once to Strand Task Order No. 20-08 Regarding 2021 Public Works Improvements Motion by Nila Frye, second by Erin Moran, to approve amendment to Strand Task Order No. 20-02 related to 2021 Public Works improvements. Motion Passed: For: 7, Against: 0. 4 Discuss and Take Action on Information Technology Managed Services Bid Proposals Motion by Gary Herzberg, second by Bill Ranum, to authorize the Village Administrator to sign a three- year managed IT services agreement with IT Strategies Group contingent upon final review of the agreement by the Village Attorney and satisfactory background check of company representatives assigned to work on the Village account. Motion Passed: For: 7, Against: 0. 5 Discuss and Take Action on Annexation Ordinance and Annexation Agreement for Proposed Annexation of Land Owned by Statz Family Partnership, LLP (at the corner of Hogan Road and State Highway 113) Motion by Phil Willems, second by Sam Kaufmann, to approve the Annexation Ordinance, conditioned upon execution of the Annexation Agreement by Statz Family Partnership LLP and the Village. Motion Passed: For: 7, Against: 0. Motion by Chris Zellner, second by Gary Herzberg, to approve the Annexation Agreement between the Village and Statz Family Partnership LLP, subject to final review and approval by the Village Engineer and Village Attorney. Motion Passed: For: 7, Against: 0. 6 Discuss and Take Action on Agreement with AdyAdvantage for Consulting related to Local Business Support Marketing Strategy Motion by Gary Herzberg, second by Erin Moran, to authorize the Community Development Director to execute an agreement with Ady Advantage for consulting related to completion of a Local Business Support Marketing Strategy, and authorize use of ARPA allocation to fund the project capping travel expenses to $500. Motion Passed: For: 7, Against: 0. 7 Discuss and Update Regarding COVID-19 Pandemic Discussion only, no action taken. 8 Discuss and Take Action on Designation of Community Development Authority to Act as the Body Responsible for the Recommendation of a Tax Increment District (TID) Project Plan and Boundary to the Village Board Motion by Phil Willems, second by Nila Frye, to authorize the Community Development Authority to act as the body responsible for the recommendation of a Tax Increment District (TID) project plan and boundary to the Village Board for the TID # 3 overlay request by MLG Capital. VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street September 7, 2021 6:00 PM Agendas may change prior to the commencement of the meeting. Please check the posting board at the Village Hall, 500 W. Main Street, Waunakee, Wisconsin for the current agenda. ***Special Notice Regarding Pandemic Health Concerns*** The Board meetings have returned to pre-pandemic arrangements. The Board Chambers at Village Hall can accommodate about 50 public attendees without social distancing accommodations. Face coverings are required, as outlined in the current Dane County Public Health Order dated August 17, 2021. The meeting room technology is not currently sufficient to allow for simultaneous virtual and in-person participation. Anyone wishing to participate during the “Public Comment” or “Public Hearing” items, but uncomfortable about attending in-person for any reason, is advised to contact Deputy Administrator/Village Clerk Caitlin Stene (cstene@waunakee.com or (608)850-2827) in advance of the meeting to supply a written statement to be read aloud. Note that time limits for public comments also apply to the reading of written statements. Also, systems are not yet in place to provide a quality live-streamed online meeting feed. The meeting will be video recorded and posted on a later date to the Village’s YouTube and Facebook pages. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in back-and-forth discussion or take formal action during this period. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request.
