VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street August 7, 2023 6:00 PM Meeting Minutes CALL TO ORDER The August 7, 2023 Village Board meeting was called to order by President Kristin Runge at 6:00 p.m. ROLL CALL Present: Nila Frye, Tricia Braun, Sam Kaufmann and Kristin Runge. Absent: Robert McPherson, Erin Moran and Joe Zitzelsberger. Also Present: Todd Schmidt, Renee Meinholz, Bryan Kleinmaier, Adam Kreitzman, Tim Semmann and Jared Heyn CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Clerk Karla Endres for open meeting compliance. PUBLIC COMMENT* RJ Binau, 1411 Blue Ridge Trail, Supports Don Tierney’s project. Expressed concerns regarding the easement of access for the Church from Highway Q. Linda Ashmore, 114 South Street, Public Hearing on a TIF to go through the Plan Commission and then the Village Board. CDA meeting going into closed session and should be more transparent about eminent domain and blight properties. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. Motion passed. For: 4, Against: 0. 2 Discuss and Take Action on Proposed Scope of Work for Village Attorney Services Related to Ordinance Updates for Licensing and Permitting Motion by Kristin Runge, second by Tricia Braun to approve the scope of work for Village Attorney services related to ordinance updates for licensing and permitting at a cost not to exceed $10,000; and, to authorize the use of proceeds from the issuance of reserve liquor licenses for fund the project. Motion passed. For: 4, Against: 0. 3 Discuss and Take Action on Awarding Contracts for Village Hall Remodeling, and Related IT Uprades and Facility Security Systems Motion by Tricia Braun, second by Kristin Runge to award the Village Hall Renovation Project to CBI. in the amount of $295,275, and authorize staff to proceed with purchasing of furnishings, security systems, and IT systems at a total project cost not to exceed $486,772. Motion passed. For: 4, Against: 0. 4 Discuss and Take Action on Bids and Conveyance Documents for Simon  Crestway Extension Work Motion by Tricia Braun, second by Sam Kaufmann to award Parisi Construction, LLC the amount of $450,449.75 for the construction and installation of public improvements associated with the extension of Simon Crestway in 2023, along with the task order for staking from Vierbicher in the amount of $10,000. Motion passed. For: 4, Against: 0. 5 Discuss and Take Action on Final Plat for Kilkenny Farms West Motion by Sam Kaufmann, second by Tricia Braun to approve the final plat for the Kilkenny Farms West development, subject to final approval by the Community Development Director and Village Engineer. Motion passed. For: 4, Against: 0. 6 Discuss and Take Action on Process for Consideration of an Amendment to TID #6 (Kilkenny Farms) for the Inclusion of Additional Public Improvements and Territory on the West Side of Century Avenue Motion by Kristin Runge, second by Tricia Braun to assign to the Community Development Authority the task of conducting a TID amendment process that will amend the boundary and project plan for TID #6 and authorize the Village Administrator to engage Ehlers & Associates for providing TID coordination services. This action should be made contingent on the applicants signing the cost recovery agreement and placing in escrow an appropriate sum as determined by the Village Administrator. Motion failed.
