(Refunds generally due to move in’s/out’s.) Motion carried. Public Comment There was no public comment. 2011 Audit Report Jodi Dobson of Baker Tilly presented the audit report. The report contained a clean auditors’ opinion and no significant items were noted in the management letter. Water Rate Adjustment An analysis of water rates indicates a 19% adjustment is needed for the 2012 test year. The increase is mainly due to the Well 5 project and routine water replacement projects. Although the final impact on customers will not be known until rates are designed by the Public Service Commission of Wisconsin (PSCW), assuming an across-the-board increase, the average residential customer would experience an estimated $3.18 monthly increase. Moved by John Laubmeier, seconded John Roessler to submit the increase to the PSCW. Motion carried. Hiring Additional Water/Sewer Employee The Commission addressed the staffing needs of the water/sewer department. After discussion, a motion was made by Steve Kraus and seconded by John Roessler to eliminate the summer worker position and hire a limited term employee for up to 1,000 hours per year at $15 per hour. Motion carried. 3 Westbridge Water Loop The General Manager provided an update on the project. Territory Acquisition and Agreement with Wisconsin Power and Light Wisconsin Power and Light (WPL) has offered the utility the option to purchase certain electric territory on Kopp Road which would include the transfer of two customers. After discussion, a motion was made by Steve Kraus and seconded by Henry Kruschek, Jr. to purchase this territory for an amount not to exceed $8,100. Motion carried. Well 1 Roof Repairs The condition of Well 1 was discussed. The roof, gutter, and chimney repairs will be done first and then the remaining interior and exterior repairs will be completed at a later time. The following quotes were received for the roof and gutter repairs: Leon’s Roofing & Siding $ 8,995 Waunakee Remodeling $13,613 Gilles Construction No quote received RB Roofing and Siding No quote received A motion was made by John Laubmeier and seconded Steve Kraus to accept the Leon’s Roofing and Siding quote. Motion carried. New Logo The Commission was provided an update on the status of selecting a new logo. Shirley Nelson will join the logo meetings to give input on behalf of the Commission. Village-Wide Construction Projects The General Manager discussed the status of the current projects being worked on including Westbridge and Northridge. In addition, the awarding of the 2012 Street/Utility projects was also discussed. Electric Superintendent’s Report The General Manager reported on behalf of the Electric Superintendent regarding the work being done at the Division Street Substation and ongoing preventative maintenance projects. General Manager’s Report The General Manager discussed the St. John’s back billing matter, Elm Road Generating Station tour, Waunakee Alloy transformer sale, disconnections for non-payment, and deposits being required from certain customers. Financial Statements The March financial statements were presented. Operating income of $119,000 for the month is $70,000 over budget. Operating income for the year-to-date is $243,000 over budget.
