Shared Services Policy The commission reviewed a proposed policy that outlines shared on-call responsibilities and daily assistance between the water and sewer and public works departments. After a discussion, a motion was made by John Roessler and seconded by Shirley Nelson to approve the policy. Motion carried. Employee Rest Time Policy The commission discussed a proposed modification to the current rest time policy to exclude it from applying when working for other village departments. A motion was made by Marvin Hellenbrand and seconded by Steve Kraus to approve the modification to the policy. Motion carried. Compliance with Federal rules will continue to be observed when applying this policy. Commission Meeting Dates The commission discussed the 2016 meeting dates. Village-Wide Construction Projects The possible acquisition of the former Owens and Minor building was discussed. Electric Superintendent’s Report The general manager provided a brief update on a variety of projects on behalf of the electric superintendent. General Manager’s Report The general manager discussed the upcoming holiday party, the WPPI contract approval by the Village Board, and the status of hiring an electric line worker. Financial Statements The November financial statements were presented. Consolidated operating income for the month is $10,000 over budget. Employee Wage Adjustments and Manager Performance Evaluation The Commission reviewed a variety of salary data including benchmark information from other utilities. In addition, the status of manager goals for 2015 and proposed 2016 goals were discussed. A motion was made by Steve Kraus and seconded by John Roessler to approve a 2.5% salary adjustment for the water/sewer staff. Motion carried. A motion was made by Marvin Hellenbrand and seconded by Steve Kraus to approve a 2.5% salary adjustment for the customer service representative. Motion carried. 3 A motion was made by John Laubmeier and seconded by Steve Kraus to approve a 2.5% salary adjustment plus $120 for the accounting coordinator and make the position salaried. The $120 is added to reflect the estimated annual overtime built in to the salary which is based on an average of the annual overtime worked in the past three years. Motion carried. A motion was made by Steve Kraus and seconded by John Roessler to approve a 4% salary adjustment for the manager of customer service and billing. Motion carried. A motion was made by John Roessler and seconded by Shirley Nelson to approve a 2.5% salary adjustment for the electric line workers plus a $.66 market adjustment and to keep the meter technician wage $2 less than the line worker wage and have the general manager report back to the commission in approximately six months to review the market for line worker wages. Motion carried. A motion was made by John Roessler and seconded by Shirley Nelson to approve a 2.5% salary adjustment for the electric superintendent plus a 2% market adjustment and have the general manager report back to the commission in approximately six months regarding comparable wages. Motion carried. A motion was made by Steve Kraus and seconded by Paul Endres to approve a 2.5% salary adjustment for the general manager plus a 2.5% market adjustment. Motion carried.
