Waunakee Utilities Commission Meeting December 23, 2024 Members Present: Paul Endres Chris Zellner Roxanne Johnson John Roessler Joe Zitzelsberger Others Present: Tim Herlitzka Absent: Kristin Runge Steve Kraus John Roessler called the regular meeting of the Waunakee Utilities Commission to order. Public Comment There was no public comment. Minutes A motion was made by Paul Endres and seconded by Joe Zitzelsberger to approve the minutes of the November 25, 2024 Utilities Commission meeting. Motion carried. Bills The list of bills was reviewed. Review Results of Residential Customer Survey The Commission was provided information about the 2024 residential customer survey completed by WPPI. Summary data and an explanation of the data was presented. The Utility scored very well compared to other members. 2 Equipment Purchases The 2025 budget includes $255,000 for the purchase of three pieces of equipment. Staff received a proposal from Fabick (Caterpillar dealer) to purchase all three pieces of equipment at a discounted price using Sourcewell pricing and trade in the existing backhoe and mini-backhoe for a net price of $248,368. Staff researched the trade-in values proposed and determined the prices offered are in-line with what could be received if we sold them through the online auction site. After a discussion, a motion was made by Chris Zellner and seconded by Roxanne Johnson to approve the Fabick proposal. Motion carried. Included is the proposal is the option to purchase a new CAT 420 or a used 420 XE with 460 hours. The motion included the purchase of the new CAT 420. 2025 Utility Commission Meeting Schedule The 2025 meeting schedule was presented. Village-Wide Construction Projects A brief overview of certain projects planned in the Village were discussed. Operations Report The Commission was provided information on various operational matters. Update on Well 6 and Water Tower Project The Commission was provided a brief update on the project, including the approval received from the FAA for the revised site and the status of the regulatory approval process. General Manager’s Report The General Manger discussed the results of the holiday lights contest and the start of the 2024 financial audit process. Financial Statements The November financial statements were discussed. Employee Wage Adjustments and Manager Performance Evaluation The Commission reviewed a variety of salary data including various benchmark information. After a discussion, a motion was made by John Roessler and seconded by Chris Zellner to approve wage adjustments and other compensation as discussed and agreed upon for all staff except the General Manager. Motion carried. In the event the Waunakee Utilities Commission goes into closed session for the item(s) noted above, the Commission may reconvene again in open session to complete its agenda and may take action with respect to any matter(s) discussed in closed session.
