The Meeting was Called to order by Chair Dean Grosskopf at 7:02 pm.

Review / Approve Minutes
The minutes of the regular October 2025 EMS Commission Meeting were reviewed. A
motion to approve the October 2025 EMS Commission Meeting Minutes was made by
Kaufmann, second by Kaufmann. Motion carried 4/0.
Review / Approve Expenditure Statements
The expenditure statement for October 2025 was reviewed. A motion to approve the
October 2025 Expenditure Statement as presented was made by Haag, second by
Schmidt. Motion carried 5/0.
Chief’s Report
Our part-time employees are finishing up their training and starting to “go live” on the
schedule. We have interviews for the FT position coming up later this month. We got ten (10)
applicants, three internal, with a large array of experience in the 911 world.
The new Medic 22 has been inspected and has gone into service. We were not able to do any
ceremonies unfortunately. With the way the timing all worked out, I couldn’t justify keeping it
out of service longer knowing we had to get the other ambulances maintenance and issues
taken care of. So far, everything has been going well with it. We still have a punch list that
needs to be completed by AEV, but I have them waiting until they are ready to take care of the
whole list at once.
I was able to attend our billing company’s Midwest conference earlier this month. It was
definitely beneficial and gave me a few ideas to maximize our income even more than we
already are. I am putting together some processes and policies to start next year with
bolstering our patient care reporting. They also had a session on AI and the use in our field.
While most of it surrounds data gathering, I am starting to play with it a little bit to see where
we can use it to help improve patient care and end user service delivery. More to come on this
next year.
We received our GEMT funds for FY 2023 this month. It came out to a total of $13,418.92. This
is more than I had originally estimated and I am in the process of getting confirmation as to why
it we received more than expected.
If you follow our Facebook page, you’ll notice that we have been really ramping up our
community outreach, especially with the youth through fun first aid classes put on in
conjunction with the local Village Center staff. These classes have been wildly successful and
our hope is that we can start holding them in regular intervals. I want to give a huge thank you
to Paramedic Desiree Heimbecker who has worked tirelessly to set all of these up and do the
main teaching lift for them.
I have started working with MATC in hopes of creating a local pathway for students interested
in our field to start working on their licensing while finishing up High School. This program will
allow students the opportunity to ride with us as sponsored volunteers as they work their way
through EMT class, and hopefully eventually paramedic. My goal is that early next year we will
be able to get into the local high schools to start trying to recruit future members/employees
directly from our communities that we can truly build from the ground up. This is being made
financially possible through the new Act 35 that recently passed through the state. There will
be a lot more on this over the next 6-12 months. I am really hopeful that this will help with
long-term recruitment and retention both locally as well as in the industry as a whole.
Old Business
Short discussion regarding the proposed 2026 Operating Budget. Motion to approve
2026 Operating Budget was made by Schmidt, seconded by Meinholz. Motion carried
5/0.
New Business
Chief’s annual performance review conducted. Motion to approve Chief salary as
discussed and to work with Chief and Commission on administrative/accounting
workload help was made by Meinholz, seconded by Haag. Motion carried 5/0.
Miscellaneous Business / Forthcoming Events
None.
Next EMS Commission Meeting is scheduled for December 11, 2025 at 7:00 pm at the EMS
Station. A motion to adjourn was made by Haag, second by Meinholz. Motion carried 5/0 at
8:35pm.
