MINUTES CITY OF WAUPUN COMMON COUNCIL Waupun City Hall – 201 E. Main Street, Waupun WI Tuesday, February 10, 2026 at 6:00 PM CALL TO ORDER Mayor Bishop called the meeting to order at 6:01pm. PLEDGE OF ALLEGIANCE FOLLOWED BY A MOMENT OF SILENT MEDITATION The Pledge of Allegiance is heard followed by a moment of silence. ROLL CALL Council in-person: Mayor Bishop, Alderman Kaczmarski, Alderman Kunz, Alderman Mielke, Alderman Matoushek, Alderman Siebers Council Virtual- Alderman Westphal Council Absent/Excused- None Management in-person: Attorney Vande Zande, City Clerk/Treasurer Hull, Administrator Schlieve, Public Works Daane, Fire Chief Demaa, Recreation Director Kaminski, Finance Director Langenfeld, Utility Manager Brooks Management Virtual: Police Chief Rasch Management absent/excused: Library Director Jaeger Audience in-person: Jaedon Buchholz, Chuck Willinger, Charles Lehamn Audience Virtual: None PERSONS WISHING TO ADDRESS COUNCIL No persons appear. CONSIDERATION - ACTION 1. Agreement with MSA Professional Services - Storm Sewer & Street Improvements Along N. Grove Street, Park Street, Franklin Street, and Roosevelt Street within City of Waupun, WI Motion Matoushek, second Siebers to approve the agreement, Storm Sewer & Street Improvements Along N. Grove Street, Park Street, Franklin Street, and Roosevelt Street within City of Waupun, WI, with MSA Professional Services in the amount of $57,930. Motion carried 6-0 on roll call. 2. City of Waupun New Housing Fee Report for Calendar Year 2025 Motion Siebers, second Matoushek to adopt the City of Waupun New Housing Fee Report for Calendar Year 2025. Motion carried 6-0 on roll call. 3. Authorize the purchase of a 2026 Police Interceptor Utility Motion Matoushek, second Kunz to authorize the purchase of a 2026 Police Interceptor Utility from Homan Auto in the amount of $45,193.50. Motion carried 5-1 on roll call with Kaczmarski voting Nay. 4. Authorize the purchase of a 2026 F-150 Police Responder 4x4 Motion Matoushek, second Kunz to authorize the purchase of a 2026 F-150 Police Responder 4x4 from Homan Auto in the amount of $46,839.50. Motion carried 5-1 on roll call with Kaczmarski voting Nay. 5. Authorize Purchase of Drone Equipment for Police/Fire/Emergency Management Motion Kunz, second Matoushek to approve the purchase, through Amazon, for the Autel Robotics Evo II Dual Drone Unit. Motion carried 6-0 on roll call. 6. License-Permit Applications, Expenses Motion Siebers, second Kunz to authorize payment of expenses. Motion carried 6-0 on roll call. MAYORAL CORRESPONDENCE/PRESENTATIONS 7. Schedule March Common Council Meeting Date and Time Due to other scheduled events on the same date and time as the March 10, 2026 Council meeting, Council agrees to eliminate the March 10th and March 31st Council meetings and hold one combined meeting on March 24, 2026 at 5:30pm. ADJOURNMENT At 6:11p, motion Kunz, second Matoushek to duly call the meeting adjourned. Motion carried 6-0.
