Item 1. MINUTES CITY OF WAUPUN ECONOMIC DEVELOPMENT Waupun City Hall – 201 E. Main Street, Waupun WI Tuesday, September 23, 2025 at 9:00 AM Meeting called to order at 9 am by Chairperson Kaczmarski. Roll Call taken with members Pete Kaczmarski, Jason Westphal, Dan Siebers, Steve Brooks and Lisa McArthur present. Also in attendance Jeff Daane, Kathy Schlieve, Casey Langenfeld, Attorney Dan Vande Zande. Motion McArthur, second Brooks to approve the consent agenda as presented, including minutes from July 23, 2025 meeting. Carried unanimously. Administrator Schlieve provides updates for the group. There is a group of business leaders working with WEDC on a transition to a Main St community. The group has been working on defining an operating structure that is sustainable. Schlieve notes that in some communities this is a public-private partnership and some level of city funding may be needed to support. On average, Main Street communities across the country see a $15 return in private investment for every $1 of public funds invested. Schlieve reports that 20% of cities similar to Waupun have an MOU with their municipality to support operations, with an average budget of $238K. Schlieve reports first loan award through the WRNC, a collaborative RLF with Ripon, North Fond du Lac and Campbellsport. Finally, Ignite Rural is scheduled to run in Waupun Mondays and Thursdays, Oct 3 through Nov 6, with the Pitch event being held Nov 6 for a top prize of $30K and second prize of $20K.
