ROLL CALL Present 4 Commissioner, Chair Danielle Long Commissioner Greg Leahy Commissioner Phillip Morris Commissioner Victor Plantinga Excused 1 Commissioner Stan Stojkovic APPROVAL OF MINUTES Motion by Plantinga to approve the June 21, 2023, minutes, seconded by Leahy. Motion approved. Motion by Plantinga to approve the June 28, 2023, minutes, seconded by Morris. Motion approved. CORRESPONDENCE None REPORT OF THE POLICE CHIEF James MacGillis, Police Chief, presented. 1. Operational Updates 23-723 A. Calls for service July-August 1) CSO’s continue to bolster the Patrol response: handled 872 calls YTD, hired 1, likely hiring a 2nd as an Officer soon 2) YTD, CFS increased 16% from last year 3) 2 largest categories of increased CFS are i) Weapons-CCW ii) Trespass/loiter/vagrancy/mental health checks B. Crime Trends July-August 1) M/V thefts down about 13% from last year 2) Robberies down about 47% from last year 3) Burglaries up 42% from last year 4) SA cases up 85% due to involvement in FBI-CSAM (child sexual abuse material) task force, lots of tips leading to Tosa cases and arrests Page 1 of 3 Police and Fire Commission Meeting Minutes - Final September 20, 2023 C. Flock/ALPRs cameras going up, on city roadways and on private businesses/lots thru partnerships RESULT: INFORMATIONAL ONLY 2. Support Services 23-714 A. Staffing update 1) 80% strength, 9 vacancies & 13 inactive (Medical leave, military orders, field training, police academy, etc.). B. Froedtert Hospital Contract 1) Tentative agreement reached. GAC on 09/12 and full council 09/19 for review. Approved. Deployment starting 10/01. RESULT: INFORMATIONAL ONLY 3. Administrative Updates 23-715 A. Facility Update 1) Training Room completed 2) Photo Wall of both sworn and civilian staff completed - will add more in 2024 for new hires B. Hiring 1) Dispatch: Full Time and Part Time hires are doing well and in training 2) Full Time Parking Specialist doing well 3) Hiring processes for 2 front desk personnel in process RESULT: INFORMATIONAL ONLY REPORT OF THE FIRE CHIEF Scott Erke, Assistant Fire Chief, presented. 1. Operational Updates 23-722 A. Monthly Call Volume 1) 869 total incidents July 2023 2) 870 total incidents August 2023 3) 6612 Total YTD incidents compared to 5827 incidents same time in 2022; up 11.5% B. Significant Incidents 1) Garage fire on 99th and Marion (4463 N 99th) Aug 18th 2) House fire 98th and Melvina (Milwaukee) 9724 Melvina - July 22nd 3) 6615 W Center (kitchen fire contained to kitchen) July 15th 4) 7610 W Clark 4 family apartment - woman and child rescued from second floor balcony July 2nd C. Shared Services 1) No report RESULT: INFORMATIONAL ONLY 2. Administrative Updates 23-724 A. Personnel Updates (Hiring/retirement/promotions) 1) Promotion of Gage Berg to Lieutenant 2) Retirement of Firefighter John Doornek C. Intern Program Update 1) 12 current interns 2) Would like to hold PFC interviews with high performers in October or November D. Fall 2023 firefighter posting 1) Likely posted in late September or October 2) Will need to schedule PFC interviews in January, date TBD RESULT: INFORMATIONAL ONLY CLOSED SESSION Motion by Plantinga, seconded by Morris, to convene into closed session at 4:47 PM pursuant to Wis. Stat. 19.85 (1)(c), considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, and may reconvene into open session. Motion passed unanimously. 1. Discipline of department member(s) 23-719 Chief MacGillis provided an update on employee(s) discipline action . RESULT: INFORMATIONAL ONLY 2. Promotion of a member to Detective 23-720 Chief MacGillis provided an update on a member promoted to Detective . RESULT: INFORMATIONAL ONLY 3.
