1. Operational Updates 24-0042
A. Monthly call volume
· 817 total incidents - November 2023
· 828 total incidents - December 2023
· 9,790 Total 2023 YTD incidents compared to 8,992 Total 2022 YTD
incidents (9% increase)
B. Significant incidents
· Snow storm - Over 100 responses in 24-hour period Friday, lots of
accidents, trees, wires, and electrical issues. Implemented county wide
storm policy and task forces
· Recent cardiac arrest at Apple store, employee performed CPR and
used AED; patient survived
C. Shared services
· No report

2. Administrative Updates 24-0043
A. Fall 2023 Hiring process
· Interviews tonight (1/17/2024)
· Offers made early February
· 2 JFTA academies (April and late May)
· Likely 8 positions
B. Intern Program status
· Currently 11 active interns
· Many have recently completed courses (FFI, FFII, EMT)
· Application process open until 1/19/2024
· 22 Applicants as of today
· Will interview early February
· Like to keep 10 active in the program
C. Employee actions (Promotions/Retirements/Resignations)
· 2 retirements early January: HEO Bahr - 31 years, FF Clementson - 25
years
· 1-2 more retirements likely in 2024
· 1 potential resignation
· 2 FF assigned to paramedic school until September 2024

James MacGillis, Police Chief, presented.
1. Operational Updates 24-0069
A. Overtime and patrol challenges
· Sector/street coverage: is the largest cause of PD OT; Lowered staffing
minimums further on 10/1/2023 to cut back on Officer exhaustion and
OT
· OT for “Sector coverage” dropped 23% from 2022 to 2023

B. Department morale
· Hiring struggles indicate this is still a concern
· Few laterals apply, despite hiring bonus
· Retiree healthcare issue between City and WPOA - talks in progress,
hopeful for a resolution
· OT concern is real due to 11 vacancies and 18 more inactive
o Total shortage of 26 officers for FULL duty assignment
o 2023 had a 16.8% increase in calls for service

2. Support Services 24-0072
A. Staffing update
· Currently at 81 (74% - our lowest mark since January 2022) active
officers of our authorized strength of 110. We have 11 vacancies and
18 officers inactive, the majority of which are in training. Others
include Worker’s Comp., medical leave, and light duty
B. Changes to policing at Froedtert Memorial Hospital Emergency room
· We have reached a tentative agreement with FMLH to suspend
contractual obligations to staffing the emergency department post for
the remainder of 2024 due to staffing. We will reevaluate at that time.
This does not dissolve the standing agreement, it is only a
memorandum of understanding to temporarily amend

2. Sergeant promotional process 24-0070
Goal:
· Promote one immediately end of January 2024
· Promote second in Fall of 2024
Motion to approve the Sergeant promotional process was made by Plantinga, seconded by Leahy . Motion
approved.

3. Administrative Updates 24-0073
A. FLOCK update of installation
· The Flock cameras are to be installed next week. As of January 10,
2024, there are two scheduled for Monday, and the remaining five
Wednesday through Friday. The one remaining camera is still being
worked out due to location and permit issue with Milwaukee.
· City DPW has already prepped the spots so weather may be the only
obstacle next week.
Data obtained and cases solved
· The multi million-dollar case thwarted at the mall should speak
volumes about its effectiveness. (23-33620 - suspects involved with
stealing large amounts from Apple stores)

· 23 actual dispatched hits on vehicles since May of 2023
· 51 stolen vehicle hits on 2 cameras
· Several recovered stolen vehicles due to Flock
· 23-28220 Juveniles in area of Mayfair and Ruby arrested for weapons,
eluding and other charges
B. 2024 Citizen Police Academy
· The CPA is ready to go on January 22, 2024. We have 16 students and
will be a great cross-section of community members and stakeholders.
A member of Common Council, HR Director, and the Directors of
Security from FMLH and Mayfair mall will be in attendance.
Instructors have been lined up so the class is ready to be presented.

CLOSED SESSION
Motion by Plantinga, seconded by Morris, to convene into closed session at 5:04 P.M. pursuant to Wis.
Stat. 19.85 (1)(c), considering employment, promotion, compensation or performance evaluation data of
any public employee over which the governmental body has jurisdiction or exercises responsibility, and
may reconvene into open session. Motion passed unanimously.

RETURN TO OPEN SESSION TO CERTIFY ELIGIBILITY LIST
Motion to return to open session by Leahy at 7:45 P.M., seconded by Plantinga.
A motion to decertify the existing list and certify the new list was made by Leahy and seconded by Plantinga . Motion passed
unanimously. The list was approved.

Department applicants. The Commission will adjourn the meeting from closed session.
