Significant incidents · Motorcycle accident - 9/14/24 - US 45 & Capitol Drive C. Shared services · RNC completed, no issues, nearly 1,000 hours of manpower assisted · Additional departments joining JFTA (Franklin/Cudahy) RESULT: INFORMATIONAL ONLY 2. Administrative Updates 24-1268 A. 2025 budget · Executive review completed 9/5/24 · Levy reduction target $146,000 · Reduction of 1 FF FTE (will remain on FTE count just unfunded) · Overtime study to determine funding requirements B. Union contract status · Numerous meetings and exchange of offers · Mediation session held 8/7/24 · City filed for interest arbitration · Exchanging final offers RESULT: INFORMATIONAL ONLY REPORT OF THE POLICE CHIEF Luke Vetter, Police Captain, presented. 1. Operational Updates 24-1273 A. Pinelawn update · Use of force incident - May 2024 - D.A. decision and Administrative review complete, all officers involved were cleared of any wrong doing by the D.A. and the PD in an internal review B. Crime trends update · MV thefts are down (20 lower than last year at this time) · Numerous apprehensions have occurred over the last several months thanks to the Patrol Bureau’s work · Flock camera system on roadways supports preventative policing - officers are able to intercept stolen or dangerous autos entering the city and stop them before new crimes are committed. The city council has Page 2 of 5 Police and Fire Commission Meeting Minutes - Final September 18, 2024 been very supportive in financial assistance for this new technology C. 6-month view on succession planning · Captain Gabrish retires March 2025 · He will be replaced by Lt. Gierach, named from the most recent Captain’s process. Chief MacGillis will present the recent process to the PFC in October. · Sgt. Pavlik was named to be next Lt. in March 2025 - from the last PFC approved process · Officer Leeman is next on list to become next Sergeant, March of 2025 - from the last PFC approved process D. Crisis and Assessment Response Team (CART) Officer starting with County Behavioral Health on 1/1/2025 · Officer is starting with County BHD on 1/1/25 - this is a dedicated Officer to work with a dedicated county Social Worker to handle mental health calls and emergency mental health situations RESULT: INFORMATIONAL ONLY 2. Support Services 24-1274 A. Captain promotion process · Discussed in earlier section B. Detective promotion process, August 2024 · Det. Cefalu was promoted 8/25/24 - promotion was governed by the Collective Bargaining Agreement (CBA) C. Sergeant promotion, July 2024 · Sgt. Ryan Schwabenlander, was promoted July 2024 - promoted off a prior PFC approved list D. New hires · P.O. Milonzi and Lindsey - continuing their training at WCTC E. Solo Officers · Recruits Trawicki, Mohs and Larson have passed field training and are working the street · Increasing the number of Officers has made little progress over the last 4 years - we still have currently 13 Officer vacancies F. Resignations · P.O. Gee and new hire P.O. Jacob Eastman RESULT: INFORMATIONAL ONLY 3. Administrative Bureau 24-1276 A. Staffing · Front Desk Associate has been hired and are at full staffing · Full Time Dispatcher was hired, also at full staffing · The PD would like 3 more Community Service Officers (to get to a total of 8), and PD is still working with the City Admin to get this accomplished · We have 14 current CSO candidates, this program has become a great training ground where we often hire them later on as Police Officers B. Budget process Page 3 of 5 Police and Fire Commission Meeting Minutes - Final September 18, 2024 · RNC deployments went well with no mutual aid issues; looking to get around $200,000.00 of reimbursement from Milwaukee PD/Federal RNC Grant · 3 Police Officer positions were agreed to be cut from the Department’s total authorized strength by City, PD Admin and WPOA as a levy and contract decision in Spring 2025. Staffing cuts appear to be the only substantial way to balance our police budget for 2025, and potentially going forward. Also lost 1 Officer due to not meeting qualifications for a Federal COPS grant, due to the need to cut Officers. We hope to gain this Officer and grant back in 2026 · PD is constantly looking for new technology and efficiency ideas for the PD, especially due to constant hiring and staffing challenges · Drone Program - city likely to add this into our 2025 budget to assist officers in more safely and efficiently searching for people and property · An organizational structure study was funded by the city for the PD and will start in the next couple months. Goal is to identify what internal staffing efficiencies or personnel reallocation can occur to improve operations RESULT: INFORMATIONAL ONLY CLOSED SESSION Motion by Morris, seconded by Plantinga, to convene into closed session at 5:07 P.M. pursuant to Wis.
