Approval of minutes of the September 18, 2024, regular meeting 24-1417 RESULT: APPROVED MOVER: Stan Stojkovic SECONDER: Victor Plantinga CORRESPONDENCE Commissioner Morris received email correspondence on September 30 , 2024 REPORT OF THE POLICE CHIEF James MacGillis, Police Chief, presented 1. Operational Updates 24-1438 A. Crime data · Compared to last year; 10% drop in burglaries · 20% drop in motor vehicle thefts · 23% drop in injury crashes · Self-initiated field activity by officers (proactive work) at a high of 44% of all CFS, generated by our own Officers B. Harm reduction initiative - 6-month initial results · Formal presentation coming soon for Common Council, Police and Fire Commission, PD and public · First Suburban ring agency around a large METRO city, it worked, and reduced harm by 22% in the DPM areas Page 1 of 3 Police and Fire Commission Meeting Minutes - Final October 16, 2024 RESULT: INFORMATIONAL ONLY 2. Support Services 24-1439 A. Campus update · Engaging FMLH with plan for transition back into ED. Current contract is suspended via MOU. Based upon current and projected hiring, we are targeting July 1, 2025 redeployment. Waiting for feedback from FMLH B. Training update · 156 training events to date; highlighted areas: 1. Leadership - Women in command, First line leadership, Emerging leadership, Leadership in Police Organizations 2. Wellness - Executive peer support, Mental health and wellness symposium, Peer support training 3. Communication- Media Training, Crisis Intervention Training, Public Information Officer National Conference 4. Operational - Instructor development and discipline specific, field training officer and motor officer · Planning spring development-wide and supervisor specific in-service training RESULT: INFORMATIONAL ONLY 3. Administrative Bureau 24-1440 A. Dispatch staffing · Staffing chart: 2, 9, 5 (2 Dispatch Manager and Supervisor, 9 Full time Dispatchers, Pool of 5 Part time Dispatchers) · Fully staffed for Full time · Part time is short 1 position B. Community support · October 15 - 3-year School and Police MOU to go to Council. Chief MacGillis at Council · Year 4 of Citizen Police Academy starting up in January of 2025 · Holiday events coming up o Halloween general events and “Trunk or Treat” community event sponsored by Police and Rec department o Holiday Train, Street Holiday Market, Tree Lighting · Community Service Officers o Currently allowed to have 5 - 2025 budget allowing for 6, but can go up to 8 due attrition o Performing moderate investigations, not just minor tasks C. Monthly call volume · Total Incidents to this year; 8039 with an average of 28 per day · Total units responding to calls this year; 12,328 with an average of 43 per day · September calls for service; 850 which is up 5.5% from 2023 B. Significant incidents · Fire at 102 & Capital Dive on 10/8/2024 · Car fire on 1-41 at 7 P.M. on 10/4/2024 C. Shared services · Battalion Chief training by MFD held at Station 51 for Milwaukee County fire department. Battalion Chiefs wrapped up · Vacant structure in-service with MFD. Sending Wauwatosa units through-out the month to joint training evolutions RESULT: INFORMATIONAL ONLY 2. Administrative Updates 24-1416 A. 2025 Budget · Presented to Financial Affairs Committee, no changes as of yet B. Union contract status · City and Local exchanged final offers and may be sending revised offers in the near future C. Intern program · Our interns are at JFTA assisting with the fall academy and participating in hands-on evolutions D. Upcoming FF hiring process · We will be opening up applications soon for firefighters. PFC can anticipate interviews for such in January 2025 with more details to come RESULT: INFORMATIONAL ONLY CLOSED SESSION Motion by Plantinga, seconded by Stojkovic, to convene into closed session at 4:45 PM pursuant to Wis. Stat. 19.85 (1)(c), considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, and may reconvene into open session.
