Operational Updates 24-1613 A. Monthly call volume · 980 calls in October 2024 · 8,565 total in 2024; 8,145 same period in 2023 B. Significant incidents · Battalion Chief vehicle struck on freeway while at another accident on 11/4 o Chief transported to hospital; no major injuries C. Shared services · Implementation of Whole Blood Transfusion program started 11/12/2024 · Discussion of potential consolidation with West Allis FD RESULT: INFORMATIONAL ONLY 2. Administrative Updates 24-1614 A. 2025 budget · Approved on 11/19/2024 · One FF position unfunded pending additional revenues · Will adjust daily overtime process/flex staffing levels as needed B. Union contract status · Request for interest arbitration has been filed · Two sets of final offers have been exchanged C. Intern program · 11 current interns · Seven meet minimum hiring requirements · Open application process to fill vacancies as needed D. Modification of FF job description related to paramedic status · Working with HR to make paramedic an essential job function · Goal is to keep paramedic status active if hired as one or if we provide the training · Hoping to have modified job description and process in Jan/Feb 2025 RESULT: INFORMATIONAL ONLY REPORT OF THE POLICE CHIEF Luke Vetter, Police Captain, presented 1. Operational Updates 24-1630 A. Harm reduction initiative impacts · Hot Spot Directed Patrol Measure (this DPM is new) and crash data response (ongoing) · DPM: Studies in large agencies have shown that random 15-minute patrols each day lower harm in large cities · Attempt was to see if it worked at smaller, “first suburban ring” cities like Wauwatosa · February to July 2024, random 15-minute visibility patrols at 4 predetermined locations were conducted, and data review showed that harm was reduced at those 4 locations (Mayfair/North, 68th/North, Mayfair/Burleigh, 68th/State) · It worked, causing a 22% reduction in harm o Injury crashes down 13% YTD o Burglaries down 10%YTD o Motor Vehicle theft down 20% o Self-initiated field activity (SIFA) is around 44% of all call = active Officers with more available time B. Staffing update · As of 11/14/2024, 12 vacancies · Vacancies shared among the following: o Supervision (1), SRO (1), HIDTA TFO (1), Detectives (2), Patrol Officers (7) · As of 1/1/25, lowering authorized strength by 4: 3 for WPOA contract, 1 from losing a COPS grant - will reapply for the COPS grant in 2026 · Several lateral processes, goal of 5 new officers led to 0 hires · 2 new hires are training in academy, graduate in December · 1 will go to academy in January, up to 4 more possible to attend also, but dependent on outcome of background investigations · 1 is active field training at the PD · 9 completed active field training and are in their probationary year o 1 probationary officer was extended for additional training Page 3 of 4 Police and Fire Commission Meeting Minutes - Final November 20, 2024 · City approved CSP hiring from 5 to 8 RESULT: INFORMATIONAL ONLY 2. Support Services 24-1632 A. Peer Support Team update · New Leadership of this unit: Detective Itnyre and Specialist Saylers · Individual and group training occurred to manage mental health of our employees at all levels and ranks B. Strategic plan update · The plan and communications are nearing completion. Internal messaging projected to commence around Thanksgiving. Spent a lot of time building the project management plan. Will have a public facing version after January - share with PFC, Council, PD’s website C. 2025 Sergeant promotional process - to be discussed in Closed Session RESULT: INFORMATIONAL ONLY 3. Holiday events · Community Support and Reserves helping with Traffic and Crowd Safety · Mayfair Mall foot patrols · Shop with a Cop at Target, December 12 · Holiday Train, December 8 · Village Tree Lighting, December 4 · Holiday Marketplace, December 4-22 B. 2024 Citizen Police Academy accepting applications · Currently have 6-7 attendees confirmed; looking for 7 more RESULT: INFORMATIONAL ONLY CLOSED SESSION Motion by Stojkovic, seconded by Plantinga, to convene into closed session at 5:19 P.M. pursuant to Wis.
