A. Staffing update

B. Award of 3-year Harm Reduction grant
· Update PFC on 3-year grant, with the ability of expanding
evidence-based and data-driven practices, the use of external and
internal survey tools, with .5 compensation

A. Strategic Plan 2025-2027
· To include the SP in as an attachment
B. CERTUS update
· Contract was signed and work has already started with data exchanges,
CERTUS is looking forward to assisting our department
C. Sergeant promotion - Police Officer Michael Leeman
· Michael Leeman was sent to PFC

3. Administrative Updates 25-0056
A. Holiday presence/deterrence strategies
· Brief on the use of Reserves, patrol resources and collaboration of
private security to deter crime and make the mall and the greater city
safe during the holiday season
B. Citizen Police Academy 2025
· Starts next week, brief précis of attendee backgrounds
C. Taser 10 and virtual reality training/budgeting
· Invoices sent to PD
· Material arriving in February 2025
· Better Officer safety and training for the future
D. Parking enforcement
· 2024 parking tickets paid - $571,487.00
· Exceeded expectations to help city with revenue

A. Monthly call volume
· 797 calls in November 2024
· 876 calls in December 2024
· 10,238 total calls in 2024 vs 9,790 in 2023 (5% increase)
B. Significant incidents
· Recent appliance fire - noticed on camera by homeowner
C. Shared services
· Shared maintenance agreement with MFD

A. Personnel actions
· One current retirement (FF/PM Rocha 1/8/25)
· Part-time inspector retirement (Tom Moder 1/10/25)
· One pending retirement (FF Anderson 1/23/25)
· 4 current vacancies
B. Assistant Fire Chief Promotion & Introduction
· Assistant Chief Erke retiring sometime late Feb, early March
· Promoted Ryan Stanwood from Captain to Assistant Chief
o Assistant Chief Stanwood gave brief intro
· Was previously approved by PFC
C. Deputy Fire Chief process
· Training officer position
· Last 5+ years filled with a union Captain, limited applicants
· Converted to a non-union FLSA exempt position
· Posted internal/external until 1/24/25, 13 current applicants
D. Firefighter hiring process
· 57 applied, roughly 30 interviewed by all departments
· 12 scheduled for PFC interviews (2/5/25)
· Likely hire 3-4 shortly after interviews
· Academy starts 4/7/25
E. Paramedic program update
· 2 FF on detached duty at MATC (return Aug/Sept)
· Obtained committed funding from city 2 a year
· Hoping to have modified job description and process prior to next
process
F. Intern program
· Six current interns
· 30 new applicants, will be interviewing shortly

Motion by Plantinga, seconded by Morris to convene into closed session at 5:04 P.M. pursuant to Wis. Stat. 19.85 (1)(c),
considering employment, promotion, compensation or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility, and may reconvene into open session . Motion passed
unanimously.
