4. Public comment - The public can share comments in-person, virtually via Zoom using the “Raise Hand”
option during the Regular Meeting, via email to charterreview@webstergrovesmo.gov or U.S. mail.
Written comments will not be read aloud at the meetings. All speakers will be allowed three minutes.
Comments can be left throughout the course of the meeting through the Zoom Q & A function by the
public, but will not be addressed in real-time by the members.
5. Governance (action items)
a. Consideration of Developing and Adopting Bylaws, Neil Bruntrager, City Attorney
Motion made by: Tammy Behm as amended in the meeting

b. Consideration of Adopting a Charter Review Timeline Presentation by Joe Dugan
In discussion it was decided not to vote on this specific version but to simply use and
adjust it as needed to guide our meetings.

Explanation of 4.020 - Removal of Members. Excused absences vs. unexcused. Reporting of
planned absences, Neil Bruntrager, City Attorney
Motion made by: John Eppers, 3 unexcused absences which means no call within one
hour of the meeting or no show to the meeting

Discussion of how to review documents.
Should we start with editing the Charter or by editing the Model Charter?
Redlining document which ever document we use. Matthew Hile volunteered to do this.
Discussion of how much to change.
Each of the changes needs to be voted upon by the community. There was some changes,
e.g., nongendered language, that might not need such a vote. The CRAB took this to mean
that we needed to be careful to prioritize and limit recommendations.
Preamble and Model Charter Example
i. Discussion around expanding this in line with the model charter. WG Council’s work on
mission statements will be going live in a few days. We will wait to review those materials.
ii. Action item: Neil Bruntrager will send out links to the charters from some surrounding
municipalities.
Article 1
i. No changes.
Article 2
2.01 Districts vs at large. Postponed until expert presentation on the issue
2.02 No changes at this time
2.03 Discussion about eliminating the 1 year residency requirement. No changes
recommended.
2.04 Compensation was deemed to be wholly inadequate having been set in the 1950s.
Discussion about moving this out of the Charter and giving flexibility to the Council.
Action item: Mayor Arnold to give us information on what other municipalities are
paying. Will be discussed again after we have further data.
2.05 Rules of order. Discussed the use of a consensus process for the Council. There were
concerns about this approach. Group agreed that this would be difficult to explain to
the electorate and that we would leave this section as is.

8. Public Policy Visiting Lecturer
a. Diversity, Equity, and Inclusion from a Policy Lens – Hicks-Carter-Hicks on January 9th
b. Wards Vs. At Large Elections Update, Mayor Arnold – postpone discussion until we hear from the
content effort.

ii. The 3rd Monday in February is Presidents Day. Members will need to determine an
alternative February date. Jan 23rd
