This meeting of the Charter Review Advisory Board will be open to the public at City Hall or via
teleconference. Instructions on listening through your phone or computer to the teleconference are available
at www.webstergroves.org/teleconference. All those attending in person must comply with masking and
other public health measures as ordered by the City of Webster Groves.

option during the Regular Meeting, via email to charterreview@webstergrovesmo.gov or U.S. mail. Written
comments will not be read aloud at the meetings. All speakers will be allowed three minutes. Comments
can be left throughout the course of the meeting through the Zoom Q & A function by the public, but will
not be addressed in real-time by the members.

a) Follow-up on the Review/Discuss other Local Municipal Charter’s
b) Follow-up on Member Questions for City Attorney, Neil Bruntrager
a.) Explanation of the meaning of the word “Morals” used in the City Charter (ex. pg. 10).
b.) Explanation of the Referendum requirements and options for consideration.
c.) Explanation of Council’s ability to send proposed Charter Amendments to the Voters on
separate Election dates.
d.) Should causes for forfeiture of office (beyond interference with City Manager) be added to
Council Vacancies Art.2/ 2.6 as they are in the Model Cities Charter?
e.) What would be the ramifications of removing Departments from the Charter and regulating
them by ordinance? In particular, Police and Fire Departments? Would there be
implications for union contracts?
c) Questions or Comments related to any Charter Articles that have already been reviewed?
