NEXT REGULAR MEETING DATE: TUESDAY, JANUARY 18, 2022  DRAFT BILL NO. 9176 ORDINANCE NO. 9176 AN ORDINANCE OF THE CITY OF WEBSTER GROVES, MISSOURI, AUTHORIZING AND DIRECTING THE SUBMISSION OF A BALLOT PROPOSITION TO THE QUALIFIED VOTERS OF THE CITY OF WEBSTER GROVES, MISSOURI, ON APRIL 5, 2022, TO CONSIDER THE QUESTION, “SHALL THERE BE A CHARTER REVIEW ADVISORY BOARD TO MAKE RECOMMENDATIONS TO THE CITY COUNCIL TO REVISE AND AMEND THE CHARTER?” ______________________________________________________________________ WHEREAS, Section 15.22 of the Charter of the City of Webster Groves, Missouri, states that at least every eight (8) years, in conjunction with the Mayoral election, the Mayor and the City Council shall submit to the voters the question, “Shall there be a Charter Review Advisory Board to make recommendations to the City Council to revise and amend the Charter?” The Council desires to place this question on the April 5, 2022 election ballot. The City Clerk is hereby directed to submit a certified copy of this Ordinance to the Board of Election Commissioners of St. Louis County, Missouri, on or before January 25, 2022, and shall notify it that the City is calling for an election within the City at the general municipal election to be held on the 5th day of April, 2022, specifying the purpose of the election, the date of the election, the legal notice to be published, and the sample ballot language as set forth in Section 1 of this Ordinance. As such, this shares my "Remarks of Visitors" in advance in writing. I understand that your strategic planning process will pick back up again after the first of the year or will be delayed until after the April 5 elections. Either way, I share the following SEVEN goals for consideration in your new strategic plan: 1. Building Trust. Communities move forward at the speed of trust. No trust, no progress. It's that simple. And trust is not given, granted or bestowed. Trust must be earned, built and continually nurtured. My perception is that there are a number of our residents who do not feel a deep sense of trust in City Council. Thus, building or restoring trust with the community seems an essential Council goal. 2. Sharing. The word, community, is the combination 3. of two vital words ‐ commune + unity ‐ which literally means "To SHARE together as ONE." Versus spending, consuming and accumulating, our community has much to share with each other in our talents, skills, abilities, time, energy, homes, etc. that City Council can set such a goal and inspire sharing together as one throughout our community. 3. Community Character. What is the content of Webster Groves' character? What are the core values that uniquely define and differentiate us as St. Louis' preeminent suburb and that guide our daily decisions, choices and actions, especially how we connect, interact and treat our fellow neighbors? 4. Closing Our Two Most Serious Racial Inequities. First, the city has to stop the bleeding and the continued loss of our black population because, if we don't, Webster Groves will not have a black population in 5‐10 years or sooner. Second, the city must work with the school district to once and for all close the 20‐year old "Academic Achievement Gap" with proven strategies such as universal preschool. This is not just a school district problem. It effects the entire community and the city needs to be part of the solution. 1  Exhibit A DRAFT 5. Proactively & Aggressively Address the Urgent Need for Affordable Housing. OK, Prop 1 "Yes" votes won. But we can't stop there. There are other proven affordable housing/home strategies, such as Community Land Trust (CLT) Homes; Tiny Homes; ADU Homes (Accessory Dwelling Units); Container Car Homes; etc. Additionally, relative to Sharing, how many three story, historic homes are there in Webster Groves that have an unused third floor or ample space to affordably share with a student, a young family, seniors, etc.? 6. Build Webster Groves' vision around it being the premier "City of the Arts" in the Midwest, if not the entire country. The City has already put its stake in the ground and has started to communicate and own this brand slogan. The City already supports, advances and celebrates the arts in so many ways. But "What does our City of the Arts look like in the future?" What do we see? Personally, as much as we do currently, I think we have only scratched the surface of the arts' potential to differentiate us, touch us, inspire us and unite us as a community. 7. Council Members as Peacemakers. Over the years, Webster Groves has had its share of major divisive issues that have split our community, including but not limited to The Mills Project, the 5‐year Civil War between Webster University & Eden Seminary versus City Council; Spend Wisely; St. Louis Artists' Guild, Neil's hiring as City Attorney; Elle on Lockwood Apartments; Use Tax, Prop 1 and Douglass Hill. Based on this track record, there are more controversies and divisions to come. 8. 9. The November 30 community open forum was a breakthrough in civil discourse where people on both sides of the issues actually shared opinions and conversed with each other in peaceful co‐existence. As such, Council members need to be our peacemakers and role models in bringing the community together peacefully to openly and civily share their different thoughts and bridge the gaps of understanding between us. Thus, if I was King of Webster Groves, I would assign one of these 7 goals to each of the 7 Council members, who would be responsible for leading its development and reporting its progress at each work session.
