NEXT REGULAR MEETING DATE: TUESDAY, FEBRUARY 1, 2022  BILL NO. 9176 ORDINANCE NO. 9176 AN ORDINANCE OF THE CITY OF WEBSTER GROVES, MISSOURI, AUTHORIZING AND DIRECTING THE SUBMISSION OF A BALLOT PROPOSITION TO THE QUALIFIED VOTERS OF THE CITY OF WEBSTER GROVES, MISSOURI, ON APRIL 5, 2022, TO CONSIDER THE QUESTION, “SHALL THERE BE A CHARTER REVIEW ADVISORY BOARD TO MAKE RECOMMENDATIONS TO THE CITY COUNCIL TO REVISE AND AMEND THE CHARTER?” ______________________________________________________________________ WHEREAS, Section 15.22 of the Charter of the City of Webster Groves, Missouri, states that at least every eight (8) years, in conjunction with the Mayoral election, the Mayor and the City Council shall submit to the voters the question, “Shall there be a Charter Review Advisory Board to make recommendations to the City Council to revise and amend the Charter?” The Council desires to place this question on the April 5, 2022 election ballot. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEBSTER GROVES, MISSOURI AS FOLLOWS: Section 1. It is hereby provided that at the General Municipal Election on April 5, 2022, the following proposition shall be submitted to the qualified voters of the City of Webster Groves, and the ballot submission shall contain substantially the following language: PROPOSITION C Shall there be a Charter Review Advisory Board to make Recommendations to the City Council to revise and amend the Charter? Yes: ___ No: ____ INSTRUCTIONS TO VOTERS: If you are in favor of the Proposition, vote “Yes” in the manner provided on the ballot form. If you are opposed to the Proposition, vote “No” in the manner provided on the ballot form. Section 2. The City Clerk is hereby directed to submit a certified copy of this Ordinance to the Board of Election Commissioners of St. Louis County, Missouri, on or before January 25, 2022, and shall notify it that the City is calling for an election within the City at the general municipal election to be held on the 5th day of April, 2022, specifying the purpose of the election, the date of the election, the legal notice to be published, and the sample ballot language as set forth in Section 1 of this Ordinance. Page 1 of 2 Section 3. The Board of Election Commissioners of St. Louis County shall conduct such election according to the law and certify the results thereof. Said Board of Election Commissioners shall designate such polling places as shall be required for said election and shall appoint such necessary election officials as may be required for the conduct thereof. Said Board of Election Commissioners shall also publish such notice of said election as shall be required by law and shall do and perform such other necessary acts as may be required to conduct such election in accord with the statutes of the State of Missouri and the ordinances and Charter of the City of Webster Groves, Missouri. Section 4. This Ordinance shall be in full force and effect both from and after its passage by the City Council. Passed by the City Council this __ day of _______________, 2022. __________________________ Mayor Attest: _____________________________ City Clerk Page 2 of 2  Bill #9177 Ordinance #9177 AN ORDINANCE OF THE CITY OF WEBSTER GROVES, MISSOURI, AMENDING CHAPTER 42, “LICENSING AND REGULATION OF LIQUOR”, ARTICLE I, “INTOXICATING LIQUOR” BY AMENDING SECTION 42.023 “LICENSES REQUIRED; CATEGORIES” AND SECTION 42.050 “REGULATION OF RETAIL PACKAGE SALES; CONDITIONS OF LICENSE” AND MATTERS RELATED THERETO WHEREAS, the City Council of Webster Groves, Missouri, desires to amend language in Chapter 42 to allow convenience stores, with gasoline, to sell all types of intoxicating liquor, as opposed to just beer and wine sales, and to continue to provide for the orderly regulation of liquor use and licensing within the City in order to best protect the public health, safety and general welfare; and NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WEBSTER GROVES, MISSOURI, AS FOLLOWS: Section 1. Chapter 42, “Licensing and Regulation of Liquor”, Article 1, “Intoxicating Liquor”, Section 42.023 (o) “Licenses Required; Categories” and Section 42.050 (b) “Regulation of Retail Package Sales; Conditions of License” are hereby amended as set forth in Exhibit A to this Ordinance #9177, a true and accurate copy of which is attached hereto and incorporated herein by this reference. This level of active community engagement in our elections is unprecedented during my 20 years here and I wish them all the best of luck. Second, I salute all those behind November 30, which to me, was the city's best day last year as it marked the first ever community information session at Hixson on behalf of Douglass Hill. Versus one‐way public comments, Facebook posts and Mailbag letters, something amazing happened: despite two years of deep division, residents on opposing sides were coming together and actually talking with each other, respectfully and peacefully. It was civil discourse at its finest and reaffirmed the character of our people. Third, on a personal level, I salute both City Council and City Staff for how each of you have taken the time and made the effort to communicate with me or reach out and include me in a certain initiatives, like the interviewing our new Fire Chief, Brett Ellis! It is not about responsive government, but something much deeper and more powerful than that. It's about each of you living the core values of human acceptance and inclusion and, simply stated, you boosted my self‐esteem and trust, made me feel valued and that I belong, and that I matter to you and our city. Among all of your possible strategic planning goals or campaign election platforms, I cannot think of a higher‐level need for every resident or true mission of our city government. 1 Finally, to Laura, thanks for your recent email. PEACE. 2  RESOLUTION #2022-04 AUTHORIZING THE CITY MANAGER TO PURCHASE NEW FITNESS EQUIPMENT FOR THE RECREATION COMPLEX WHEREAS, the City solicited bids for fitness equipment for the Recreation Complex; and WHEREAS, the bid from Foremost Fitness LLC, 745 Merus Court, Fenton, MO 63026, in the amount not to exceed $50,200.00, was determined to be the most advantageous bid received in accordance with the specifications. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WEBSTER GROVES, that the City Manager is hereby authorized to enter into a contract with Foremost Fitness, LLC, for the purchase of the fitness equipment for the amount hereinabove set forth, and to assure that all items are provided in accordance with the specifications. BE IT FURTHER RESOLVED, that funds for this purchase shall be charged to the Capital Improvement Sales Tax Fund. NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE CITY OF WEBSTER GROVES, hereby authorizes the City Manager to enter into a purchasing contract with Insight Public Sector in the amount of $65,863.38, for the purchase of WiFi and VPN services.
