NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WEBSTER GROVES, MISSOURI, AS FOLLOWS: Section 1. Section 60.975 - Schedule H of Chapter 60, the Traffic Code of Webster Groves, is hereby amended to create a No Parking Zone on the north side of Fairlawn Avenue between Oakwood Avenue and Newport Avenue at all times. Section 2. The City Manager is hereby authorized and directed to erect the appropriate signs carrying out the intention of this ordinance. Section 3. PASSED AND APPROVED this _____ day of _______________, 2022. _______________________________ MAYOR ATTEST: ____________________________ CITY CLERK  BILL #9189 ORDINANCE #9189 AN ORDINANCE AMENDING THE CODE OF WEBSTER GROVES, CHAPTER 2, “ADMINISTRATION” BY AMENDING SECTION 2.010 “MEETINGS OF THE COUNCIL” AND SECTION 2.040 “ORDER OF BUSINESS; CONDUCT OF MEETINGS” WHEREAS, to make meeting times more flexible, and after receiving input from the public regarding the title related to speaker comments, the City Council desires to amend Chapter 2 of the Code of Webster Groves as follows: NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WEBSTER GROVES AS FOLLOWS: Section 1. Chapter 2, “Administration,” Article I, “City Council and Mayor”, Section 2.010 “Meetings of the Council”, is hereby amended to read as follows: Section 2.010. Meetings of the Council. The Council shall meet regularly on the first and third Tuesdays of each month in the Council Chamber of the City Hall. Meetings will be held at a time set by the Council with adequate notice to the public. When the day of meeting falls on a legal holiday, the meeting shall be held on the day following, unless the Council shall decide otherwise. Special meetings may be called by the Mayor or Mayor Pro tempore, or by any two members of the Council by written request filed with the City Clerk. Notice of special meetings shall be given in writing to each member at least one day in advance of the meeting, stating the purpose of the special meeting. Sadly, yesterday's Highland Park parade shooting made me recognize that my family and I have always felt safe while attending our City's annual parade - something I took for granted until now. My heart goes out to all of those affected by the Highland Park shooter. The Highland Park parade shooting made me doubt the importance of further pursuing my suggestion that Webster Groves provide a reserved, easy-to-access parade-viewing location for those with disabilities. As I reflected on the horror of what Highland Park experienced yesterday, I realized that the shooter's actions should not deter me from continuing to ask our City to provide equitable and inclusive parade-viewing seating arrangements for its residents and visitors because, "The ADA ... guarantees that people with disabilities have the same opportunities as everyone else to participate in the mainstream of American life." Introduction to the ADA I believe that attending a Fourth of July parade is an excellent example of American life. As a result, I'll continue to request that our City provide a reserved, easy-to-access parade-viewing location for those with disabilities even though Webster Groves refuses to do so. I feel this way because while the newly suggested area for my father-in-law's parade viewing was a reasonable one: • It was not publicly communicated. I knew about this accommodation only because I inquired multiple times over multiple years. • It was not an ideal location for an 87-year-old with physical disabilities: there was a great distance from the Holy Redeemer parking lot to the parade route for one in a wheelchair, and the location provided little to no shade at 10 a.m. To encourage the City to provide this access, I have reached out to numerous Council Members via email since 2019. As a result, I exchanged emails and had a brief face-to-face conversation with Council Member Franklin (copied on this email) who expressed support for my request. However, after three years, the outcome remains the same: no action by the City to treat residents and visitors with disabilities in an equitable manner by providing them with a reserved and easy-to-access space at its annual Community Days parade. Looking back at how the City's response to my request unfolded, the City found my initial 2019 request worthy of seeking an advisory opinion from the Department of Justice to ensure, I assume, that it wasn't violating any ADA regulations. However, upon receiving the DOJ's opinion, the City chose to accept this opinion and take no action rather than choosing to equitably serve those with disabilities by creating a reserved parade viewing space. 2 Webster Groves' response to my request on this matter reflects a City that is not respectful and equitable toward those with disabilities. I hope to receive additional input from the City to help me understand why my request is not possible in future years. Simply stating that the city is "under no legal obligation (by the DOJ)" to do so is a poor reason. Respectfully, Sue Jolly Van Sant 314 368 3222  RESOLUTION #2022-32 A RESOLUTION RESTATING AND AFFIRMING ORDINANCE NO. 7669 WHICH ESTABLISHED SECTION 2.080 OF THE CODE OF WEBSTER GROVES, "COMPLIANCE WITH THE STATE CONFLICT OF INTEREST LAW" WHEREAS, in September 1991, the City Council of the City of Webster Groves enacted Ordinance No. 7669 which established a new Section 2.080 of the Code of Webster Groves entitled "Compliance with State Conflict of Interest Law" and provided a procedure to disclose potential conflicts of interest and substantial interest of certain public officials; and WHEREAS, the Missouri Ethics Commission has issued its opinion that the Missouri Statute, which allows political subdivisions to establish their own method of disclosing potential conflicts of interest and substantial interest of public officials, also suggests that such provisions should be adopted by the political subdivision by ordinance, order or resolution at an open meeting by September 15th; and WHEREAS, inasmuch as the provisions of Ordinance No. 7669 are now a part of the Code of Webster Groves, it would be inappropriate to repeal and reenact by ordinance such provisions each year. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Webster Groves does hereby restate and affirm the provisions of Ordinance No. 7669 enacted by the Council on September 3, 1991, a copy of which is attached hereto, and directs the City Manager to file this Resolution and Ordinance No. 7669 with the Missouri Ethics Commission within 10 days of the date of adoption of this Resolution. ADOPTED this day of , 2022. _______________________________ MAYOR ATTEST: ______________________________ CITY CLERK  RESOLUTION 2022-33 AMENDING THE BUDGET FOR FISCAL YEAR 2023 WHEREAS, the City of Webster Groves will receive insurance claim proceeds due to a vehicle accident that caused the destruction of certain lighting poles in the Gazebo Park and expenditure authority is needed in the General Fund to purchase and erect the pole replacements; and WHEREAS, the New Fire House #2 Fund requires expenditure authority for small expenses in FY2023 as the project nears completion, and the Old Webster Special Business District Fund requires additional expenditure authority for the Congregation Church Parking Lot lease. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Webster Groves, Missouri, that the Annual Budget for the fiscal year beginning July 1, 2022, is hereby amended to appropriate an increase in the amount of expenditures of $30,206, as prepared by the City Manager and presented to the City Council on this date for Fiscal Year 2023; and BE IT FURTHER RESOLVED, that in accordance with Section 5.14 of the City Charter, $23,238 is appropriated as expenditures to the General Fund, $1,968 is appropriated as expenditures to the Old Webster Special Business District Fund, and $5,000 is appropriated as expenditures to the New Fire House #2 Fund for Fiscal Year 2023.
