AN ORDINANCE LEVYING AND ESTABLISHING THE RATE OF ANNUAL PROPERTY
TAXES TO BE COLLECTED FOR THE YEAR 2022 BY THE CITY OF WEBSTER
GROVES, MISSOURI, AND REPEALING ORDINANCE NO. 9157
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WEBSTER GROVES:
Section 1: There is hereby levied for the year 2022 upon all real and personal
property in the City of Webster Groves, Missouri, subject to taxation, the following taxes for
the following purposes, to wit:
A) For general municipal purposes on each $100.00 of assessed valuation, a tax
of $0.172 on residential property, a tax of $0.181 on commercial property and
a tax of $0.280 on personal property.
B) For street improvements on each $100.00 of assessed valuation, a tax of
$0.111 on residential property, a tax of $0.116 on commercial property and a
tax of $0.181 on personal property.
C) For the purpose of paying the City’s contribution to the retirement fund of the
sworn Police and Firefighters of the City on each $100.00 of assessed
valuation, a tax of $0.163 on residential property, a tax of $0.191 on
commercial property and a tax of $0.200 on personal property.
D) For the purpose of paying principal and interest on the outstanding Street
Bond Issues of the City on each $100.00 of assessed valuation, a tax of
$0.241 on residential, commercial and personal property.
E) For the purpose of funding the Old Orchard Special Taxing District on each
$100.00 of assessed valuation, a tax of $0.319 on residential and $0.286 on
commercial property.
F) For the purpose of funding the Old Webster Special Taxing District on each
$100.00 of assessed valuation, a tax of $0.193 on residential and a tax of
$0.210 on commercial property.
G) For the purpose of funding the Crossroads Special Taxing District on each
$100.00 of assessed valuation, a tax of $0.328 on commercial property.
Section 2: All ordinances or parts of ordinances in conflict herewith are hereby
repealed, including Ordinance #9157.
Section 3. This ordinance shall not be printed in the Code of Webster Groves.
Section 4. This ordinance shall take effect and be in force from and after its passage
and approval as provided by law.

AN ORDINANCE OF THE CITY OF WEBSTER GROVES, MISSOURI,
AMENDING CHAPTER 56, “ARCHITECTURAL REVIEW BOARD,” BY
REVISING SECTION 56.050 “PERMIT APPLICATIONS SUBMITTED TO THE
BOARD” INCLUDING THE PROCESS FOR ADMINISTRATIVE
APPROVAL AND TO CLARIFY THE REVIEW PROCESS
WHEREAS, the City Council of Webster Groves, Missouri, has determined that it
is in the best interest of the residents of Webster Groves to periodically update its
Architectural Review Board powers and authority in order to best protect the public health,
safety and general welfare; and
WHEREAS, the City Council gave due notice and heard and considered comments
and suggestions on the proposed revisions by those present on Tuesday, August 2, 2022 at
8:15 P.M.;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE
CITY OF WEBSTER GROVES, MISSOURI, AS FOLLOWS:
Section 1. Section 56.050 “Permit Applications Submitted to the Board” shall
hereby be amended to read as follows:
Every application for a permit, or any amendment thereto, under either Chapter 20
or Chapter 54 of the Code of Webster Groves for a “structure” as that term is
defined in Chapter 53 excluding fences as already defined in the Code, shall be
submitted, along with the plans, elevations, detail drawings and specifications, to
the Department of Planning and Development. Amendments or additions to such
an application may be approved by staff if:
1. Alterations and repairs not affecting the outward appearance of an
existing building, sign or retaining wall; or
2. All of the following:
a. Not located within a Historic District; and
b. An addition of less than two four hundred (200 400) square feet;
and
c. Not located on the primary front elevation and/or not readily
visible from the public right of way.
Additionally, the following can be approved by Staff:
1. Windows in a Historic District that are being replaced matching existing
window pattern and size;
2. Replacement of porches in Historic Districts that match the existing design
details;
3. Windows on the front elevation of a house that currently has differing window
patterns where the replacements will increase the window design compatibility;
4. Front porches that are replacements in the same size and general look;
5. Accessibility ramps on the front elevation; and
6. Solar Panels on a front elevation where the panels are evenly spaced across
the roofline.
Staff will determine if those amendments or additions will require additional review
by the ARB based on guidelines to be promulgated by the Director of Planning and
Development and approved by motion of the City Council, from time to time. All
other applications shall be forwarded to the ARB before being approved by the
Building Commissioner.
Section 2. All ordinances or parts of ordinances in conflict herewith are hereby
repealed.
Section 3. This Ordinance shall be printed in the Code of Webster Groves.
Section 4. This Ordinance shall become effective immediately upon passage
and approval.

AN ORDINANCE LEVYING THE COST OF ABATING CERTAIN
NUISANCES (CUT/TRIM, REMOVE TRASH AND DEBRIS, REMOVE TREES,
DUMP FEES, BOARD UP, ETC.) AS SPECIAL TAX BILLS
AGAINST THE PROPERTIES HEREINAFTER DESCRIBED AND
CONSTITUTING LEVIES AS LIENS ON THE RESPECTIVE PROPERTIES
WHEREAS, the City Manager, in compliance with Chapter 31 (the Comprehensive Nuisance
Ordinance) and/or Chapter 30 (Existing Structures Code) of the Code of the City of Webster Groves, did
properly cause the abatement of certain violations and nuisances by removing the growth of grass/weeds,
dead trees, debris, and other dangerous conditions, by and through contracts with:

WHEREAS, Chapters 30 and 31 of the Code of Webster Groves require the City Council to assess
against each lot concerned a special assessment equivalent to the expense incurred in removing such
nuisances for the benefit of each lot concerned and the safety and general welfare of the community; and
WHEREAS, after due notice to each individual property owner, the City Manager has certified
such expense to the City Council, showing the lot and block numbers and dates on which the removal and/or
abatement of the violations and/or nuisances occurred and the names and addresses of each respective
owner, if known.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
WEBSTER GROVES AS FOLLOWS:
Section 1: There is hereby assessed against each of the following described lots a special
assessment in the amount shown opposite each lot, which is the sum equivalent to the expense incurred by
the City of Webster Groves in removing and abating each of the violations and nuisances, and the City
Clerk is directed to issue a special tax bill in the amount of the expenses for each respective lot benefitted.
Section 2: The aforesaid special tax bills shall be due and payable thirty (30) days after their
issuance by the City Clerk, shall bear interest at the rate of eight percent (8%) per annum from and after
thirty (30) days after issuance, and shall be a lien against each respective lot against which they are issued
until paid.
Section 3: The City Manager is hereby authorized to enforce the collection of each lien and charge

recording and releasing fees, as provided by law, and the City may also forward all necessary information
and documents to the Collector of Revenue of St. Louis County, Missouri, so as to have each special tax
bill added to the real property tax rolls as provided by law.
Section 4: This ordinance shall not be printed in the Code of Webster Groves.
Section 5: This ordinance shall be in full force and effect from and after its passage and approval
as provided by law.

WHEREAS, On March 19, 2002 the City Council adopted Ordinance #8270, a lot
split plat at the request of Robert Pitlyk the owner of the land at 446 Foote Avenue,
consisting of approximately 40,717 square feet of land (the “Property”) with the intent to
build a second house on the newly established lot at 452 Foote; and
WHEREAS the Property was sold to Jeffrey P. and Amy D. Escott (“Applicants”)
on June 23, 2014 as two lots, 446 and 452 Foote Avenue; and
WHEREAS, no development to build a second house on 452 Foote has occurred
and no plans have been approved to build a new house on said lot; and
WHEREAS, Applicants are now requesting the City Council repeal the subdivision
of the Property to restore it back to one lot.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY
OF WEBSTER GROVES, MISSOURI, AS FOLLOWS:

WHEREAS, the City of Webster Groves, Missouri (“City”) owns certain real
property located in the City at 33 East Glendale, Webster Groves, St. Louis County,
Missouri, 63119 (the “Property”); and,
WHEREAS, the City is involved in litigation with CCATT, LLC, Crown Castle
International Corp., and New Cingular Wireless PCS, LLC regarding a
telecommunications lease on the Property; and,
WHEREAS, to resolve the issues surrounding the litigation, the City desires to
enter into a settlement agreement with CCATT, LLC, Crown Castle International Corp.,
New Cingular Wireless PCS, LLC, and NCWPCS MPL 27-Year Sites Tower Holdings
LLC (the “Settlement Agreement”) and a lease agreement with NCWPCS MPL 27-Year
Sites Tower Holdings LLC providing for NCWPCS MPL 27-Year Sites Tower Holdings
LLC’s lease of the property for telecommunications purposes (the “Lease”).
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE
CITY OF WEBSTER GROVES, MISSOURI, AS FOLLOWS:
Section 1. The Council of the City of Webster Groves, Missouri hereby
authorizes the Mayor and other designated and authorized City officials to execute the
Settlement Agreement, substantially in the form attached hereto and incorporated herein

PUBLIC HEARING
Proposed Community Development Block Grant Funds for the 2023 Budget
Mayor Arnold opened the public hearing, and Scott Davis, Director of Parks and Recreation and
Community Development, gave a brief presentation on the funds.
Mr. Davis stated that the public hearing will discuss the Community Development Block Grant,
or CDBG, which is a national program administered by the US Department of Housing and Urban
Development. Mr. Davis asked all to fill out the sign-in sheet so they can submit it as part of the
application to receive grant funds. We will also take a screen shot of the Zoom meeting attendees
and include that as well.
Mr. Davis stated that CDBG funding seeks to meet one of 3 National Objectives: 1. Benefit low
and moderate income persons. 2. Prevent or eliminate slums or blight. 3. Address community
development needs with a particular urgency because existing conditions pose a serious and
immediate threat to the health or welfare of the community. He stated HUD provides a block of
grants to St Louis County who then disburses most of the funds to subrecipients who are
municipalities and non-profits. We have been receiving this grant from HUD through the County
for many years. Tonight’s public hearing is the first step in the application process for Calendar
Year 2023. We are applying for and expect to receive the same funding as last year. We should be
awarded $33,300.
For many of the past several years Council has chosen to use all the CDBG funds in the home
improvement program. Last year we allocated $15,000 toward Ivory Crockett park improvements,
with the remaining $18,300 to the home improvement program. The home improvement program
is the cornerstone program of CDBG, and provides for 5-year forgivable home improvement loans
to income-qualified residents that live anywhere in the city limits of Webster Groves. This portion

of the program is administered through St. Louis County Office of Community Development and
individuals apply directly to them.
I contacted the County last week to try to figure out how many folks we have on the waiting list.
Unfortunately, I have not received that info, but I do know that at the end of the 2021 funding, we
had three people that were on the waiting list to receive funds. As soon as I get that information -
- I will pass it along.
It is staff’s recommendation that calendar year 2023 funds all be directed to the Home
Improvement Program. Although I did notice this week that up to 15% of the grant funds, which
would be $4,995 can be used towards utility assistance without prior approval of the County. I
know that was part of conversations during ARP funding discussions for Council to set up senior
utility assistance. That would be available as part of this funding too.
I’m happy to answer any question the Council or public may have.
Councilmember Smith asked about eligibility of projects and homeowners.

Caution: This is an External Message ‐ Please be cautious when opening links or attachments
This is just something I have been thinking about....a lot!
Consumer segmentation is a valuable process to understand and group people
with similar needs and motivations. This shares a different way to
psychographically segment the residents you serve beyond basic demographics
(like gender, age, race, income, etc.).
The inspiration comes from the last 5 words of the City's long‐standing Mission
Statement: "a traditional yet progressive community." Both concepts ‐
traditional & progressive ‐ play an important role in our city but often butt heads
in direct conflict.
Moreover, I strongly believe that these concepts define and divide Webster Groves
into its two biggest and most powerful resident segments.
In simple terms, "Traditionalists" are deeply motivated by their need to protect
and preserve the way things have been and thus resist change. The A4 duplex and
Douglass Hill outcomes reflected their influence.
On the other hand, "Progressives" are deeply motivated by their need for new
ideas, positive change and moving forward. Last April's city election results,
particularly Laura Arnold's election as Mayor, reflected their influence.

The immediate challenge is how this difference is positively dealt with. Because
when left unresolved, I think this difference is at the root of ALL of the city's
problems & controversies. Yes, ALL of them.!
So, we have two very big resident segments with two very different views of
what's important. But at the end of the day, does our community favor and
choose the needs and motivations of one segment over the other in looking
ahead, shaping and guiding our future?
OR, is City Council's opportunity to make the peace and help these two segments
bridge their divide and work together to create a mutually beneficial, win‐win
future for Webster Groves that both segments can support and positively work
toward?
Who knows? Perhaps such an effort can result in creating one, united, new super
resident segment called "Progressive Traditionalists"!!!

FOR THE ELM AVENUE AT KIRKHAM AVENUE CULVERT PROJECT, AND

WHEREAS, the Elm Avenue at Kirkham Avenue culvert project was awarded a
Federal Grant, and the grant now requires additional design work from MoDOT;
and
WHEREAS, Council approved the original design contract with George Butler
Associates on January 5, 2021, via Resolution #2021-02, and it is now necessary
to amend said contract by increasing the amount by $28,910.00 in order to
comply with the grant requirements.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WEBSTER GROVES, that the City Manager be authorized to amend said
contract by $28,910.00, with George Butler Associates, and to assure that all
items constituting the amendment are provided in accordance with the
specifications.
BE IT FURTHER RESOLVED, that the funds for this amendment shall be paid
from the Storm Water Improvement Fund.
FURTHERMORE, the FY-2023 budget shall be amended by an increase of
