CITY OF WEBSTER GROVES April 4, 2023 The City Council met this date in a regular session, in-person in the Council Chambers, and via Zoom, at 7:32 p.m. Present at Roll Call: Mayor Laura Arnold Councilmember Pam Bliss Councilmember David Franklin Councilmember Emerson Smith Councilmember Karen D. Alexander (via Zoom) Councilmember Sarah Richardson Councilmember Emily Hixson Shepherd A quorum was present. Also present: Dr. Marie Peoples, City Manager Neil Bruntrager, City Attorney Katie Nakazono, City Clerk PROCLAMATIONS/RECOGNITIONS The Mayor and Council presented Miki McKee Koelsch with a proclamation honoring her retirement. PUBLIC HEARING Crossroads Planned Commercial District (8720 through 8780 Big Bend Boulevard): Amendments to Ordinance #8099. Proposed Amendments Include Uses and Development Regulations in Order to Match Current City Code Regulations Mayor Arnold opened the public hearing, and Director of Planning and Development Mara Perry gave a presentation (See Exhibit A). Jeff Sanders, 8780 Big Bend, stated that Mara answered his questions and explained to him that it's really just a correction in the code so he doesn't have any further questions. Mark Brennan stated he was there on behalf of a client. He stated that he represents a property currently under development. Their main concern is the ability to add a residential component to the second floor of the building and the parking. Ms. Perry stated that there is no barrier to the residential. In regards to the parking, that is something that has to be taken up by the business district for the public spaces. For the private spaces, each of the buildings has their own spaces. There is that ability that someone could park in the private spaces. Usually city parking lots are not able to be parked in overnight. That is a completely different code section that needs to be addressed. City Attorney Neil Bruntrager entered the following into the public record: (See Exhibit B). Exhibit A City Council April 4, 2023 Crossroads Planned Commercial District (8720 through 8780 Big Bend Boulevard) First and Second Reading of An Ordinance Amending Ordinance #8099 for a “PC” Planned Commercial District on an Approximately 1.8 Acre Tract of Land at the Southwest Corner of Elm Avenue and Big Bend Boulevard, Including Properties at 8720 Through 8780 Big Bend Boulevard and Repealing Ordinance #8099 and Matters Related Thereto Mara M. Perry, AICP, Director of Planning & Development Crossroads Planned Commercial District (8720 through 8780 Big Bend Boulevard) Zoning “PC” Planned Commercial District North: The properties directly to the north are zoned “C” Commercial and “PC” Planned Commercial and a mix of retail and office uses. South: The property to the south is the Burlington Northern Santa Fe railroad and Interstate 44. East: The property to the east is zoned “C” Planned Commercial and contains office uses and a parking lot. West: The property to the west is zoned “C” Commercial District and contains a retail business. Crossroads Planned Commercial District (8720 through 8780 Big Bend Boulevard) Existing Conditions - • 1.80 Acre Tract of land • Eight existing structures • Existing private and public parking lots History - • 1923 - Formerly Industrial with a road in the middle • 1930 – northern properties zoned Commercial • 1993 – 8780 Big Bend zoned Commercial • 1999 – City initiated a “PC” Planned Commercial rezoning Crossroads Planned Commercial District (8720 through 8780 Big Bend Boulevard) Comprehensive Plan Analysis - The 2017 Comprehensive Plan Map Amendment recommended Commercial Development at the subject properties The rezoning in 1999 was in compliance with the Comprehensive Plan when it was rezoned. This amendment does not change the compliance with the mixed use designation in the City’s Comprehensive Plan. Crossroads Planned Commercial District (8720 through 8780 Big Bend Boulevard) Use Analysis– The “PC” Planned Commercial District allows for uses to be requested from either the “C” or “D” Commercial Districts. The permitted and conditional uses are now in a chart under Section 53.159 of the City Code. Public spaces – 19 Private spaces - 16 Crossroads Planned Commercial District (8720 through 8780 Big Bend Boulevard) Dimensional Regulations – Meets the setbacks of the “D” Commercial Zoning district.
