CITY OF WEBSTER GROVES Special City Council Meeting September 23, 2020 The City Council met this date for a special meeting, via Zoom, which was available to the public via teleconference, at 6:48 pm. Present at Roll Call: Mayor Gerry Welch Councilmember Laura Arnold Councilmember Pam Bliss Councilmember David Franklin Councilmember Emerson Smith Councilmember Sarah Richardson Absent at Roll Call: Councilmember Karen D. Alexander A quorum was present. Also present: Ms. Joan Jadali, Interim City Manager Mr. Neil Bruntrager, City Attorney Ms. Katie akazono, City Clerk UNFINISHED BUSINESS BILL #9127 - THIRD READING On motion of Councilmember Smith, seconded by Councilmember Arnold, BILL #9127 ENTITLED: AN ORDINANCE LEVYING AND ESTABLISHING THE RATE OF ANNUAL PROPERTY TAXES TO BE COLLECTED FOR THE YEAR 2020 BY THE CITY OF WEBSTER GROVES, MISSOURI, AND REPEALING ORDINANCE NO. 9086, having been introduced and read twice on September I, 2020, was taken up its title read a third time and placed upon its passage to become Ordinance #9086. Prior to the vote, Councilmember Arnold made a motion, which was seconded by Councilmember Franklin, to amend Bill #9127 as follows: Street Improvement Residential to 0.1190 from 0.1200 Street Improvement Commercial to 0.1160 from 0.1 170 Old Webster Residential to 0.2070 from 0.2080 Old Webster Commercial to 0.2250 from 0.2140 Mayor Welch called for the vote on the amendment to Bill #9127. MEMBERS VOTING: AYES: ARNOLD, BLISS, FRANKLIN, SMITH, RICHARDSON, WELCH NOES:NONE ABSENT:ALEXANDER Mayor Welch stated that Bill #9127 was amended. Septern ber 23, 2020 Mayor Welch called for the vote on Bill #9127 as amended. MEMBERS VOTING: A YES: BLISS, FRANKLIN, SMITH, RICHARDSON, WELCH, ARNOLD NOES: NONE ABSENT:ALEXANDER Mayor Welch stated that Bill #9127 was approved as amended. BILL #9128 - THIRD READING On motion of Councilmember Bliss, seconded by Councilmember Arnold, BILL #9128 ENTITLED: AN ORDINANCE LEVYING AND ESTABLISHING THE RATE OF ANNUAL PROPERTY TAXES TO BE COLLECTED FOR THE YEAR 2020 FOR THE WEBSTER GROVES LIBRARY DISTRICT, AND REPEALING ORDINANCE NO. 9087, having been introduced and read twice on September I, 2020, was taken up its title read a third time and placed upon its passage to become Ordinance #9128. Mayor Welch called for the vote on Bill #9128. MEMBERS VOTING: AYES: FRANKLIN, SMITH, RICHARDSON, WELCH, ARNOLD, BLISS NOES: NONE ABSENT: ALEXANDER Mayor Welch stated that Bill #9128 was approved. Prior to the vote on the Consent Agenda, Councilmember Arnold asked about the difference of opinion between the Municipal League and the County on what was included in these funds. Ms. Jadali stated that it has not been resolved. City Administrators and Managers are doing a Zoom call tomorrow to discuss options. Councilmember Arnold stated that she was going to ask if we expect to be reimbursed for our entire per capita amount. Ms. Jadali stated that she does not believe that is practical. Mayor Welch stated that more rule changes were sent out this afternoon. Councilmember Arnold clarified that this resolution essentially gives Joan the authority to move forward once these things have been decided. She asked that Joan keep them informed. Ms. Jadali agreed. Our first deadline is October 2. CONSENT AGENDA A motion was made by Councilmember Richardson, seconded by Councilmember Smith, to approve the Consent Agenda. Mayor Welch called for the vote on the Consent Agenda. MEMBERS VOTING: A YES: SMITH, RICHARDSO , WELCH, ARNOLD, BLISS, FRANKLIN 2 September 23, 2020 NOES:NONE ABSENT:ALEXANDER Mayor Welch stated that the Consent Agenda was approved. The following consent agenda was approved: • Resolution #2020-36 - A Resolution Requesting That St. Louis County Distribute $47 Million Of Cares Act Funds on A Per Capita Basis to The Municipalities Within the County to Be Used for Eligible Expenses, Authorizing the City Manager of The City of Webster Groves, Missouri, To Accept Cares Act Funding and Execute A Municipality Relief Program Funding Agreement, And Confirming Agreement to Indemnify and Hold Harmless St. Louis County from Such Distribution EXECUTIVE {CLOSED) SESSION Councilmember Arnold made a motion, which was seconded by Councilmember Franklin, to go into Executive Closed Session per Personnel [MO Statute 610.021 (3)], and Negotiated Contract [MO Statute 610.021 (12)]. Mayor Welch called for the vote to go into Executive (Closed] Session. MEMBERS VOTING: AYES: RICHARDSO , WELCH, ARNOLD, BLISS, FRA KLIN, SMITH NOES: NONE ABSENT: ALEXANDER Mayor Welch stated that they would go into Executive [Closed] Session. ADJOURNMENT There being no further business to come before the City Council, the meeting was adjourned at 9:27 P.M. on motion of the Mayor, duly seconded. PASSED AND APPROVED this 2 2020. 3
