Board and Commissions Subcommittee Meeting Notes July 25, 2022 1. Roll Call: Emily Hixson Shepherd, David Franklin, Laura Arnold and Emerson Smith 2. Notes from the last meeting are satisfactory. 3. Reviewed B/C requirements, including length of terms. a. Term limits. Agreed on a two full term limit. Limits will apply to full terms only and members may serve until a replacement is appointed. b. Boards and Commission excluded from term limits include BDC, ARB, Board of Adjustment and any special business district commission. (Note the BDC currently has a three-term limit that will need to be removed. The Library Board has a three-term limit set by state statute that must remain in place.) c. While a one-year absence is required before returning to that B/C, residents may apply immediately to any other B/C for which they are eligible. d. The goal of these limits is to promote a balance of experience and new ideas on our B/Cs. e. Subcommittee would like to consult with Director Mara Perry and consider additional requirements for Plan Commission service to assure appropriate expertise and potentially exempt the Plan Commission from term limits. 4. Agreed to eliminate the Health and Environmental Services Advisory Board and shift its responsibilities to the Sustainability Commission. 5. Agreed to review the memo from Assistant City Manager Eric Peterson at our next meeting. 6. Some lingering items: a. Rosters on the city website. Updated quarterly. b. What is the difference between a board and commission? c. Is a Finance Commission worth exploring? d. Should compensation for service be considered? 7. Next meeting set for August 8th at 4:00pm.
