REGULAR MEETING:
1. Approval of Minutes - January 15, 2019
Anne Halvachs moved to approve the January 15, 2019 meeting minutes subject to noted revisions; Bill
Stancil seconded the motion; passed by unanimous vote.
2. Visitor Comments – n/a
NEW BUSINESS:
1. 333 Spring- Demolition of 100 Year Old Structure
Applicant Matt Midden of STL Homebuyers was present to speak to HPC members concerning this
application. Supporting documentation included color photographs and a property damage overview list of
significant issues affecting the property. Webster Groves staff Inspection Housing Summary was also provided
to HPC. HPC members discussed applicable criteria, noting the lack of remarkable historical significance of
the property and severe, comprehensive damage and decay of same. HPC members inquired whether
salvaging molding could be discussed discuss with Blaze architect. Bill Stancil moved to conclude the
conversation; Anne Kelly seconded the motion; passed by unanimous vote
OLD BUSINESS:
1. Discussion of Potential Code Changes
Mara Perry went through all the proposed code changes that she, staff, and HPC have been reviewing, which
have been revised and updated pursuant to HPC comments from prior meetings. HPC members will take the
next 30 days for a final review of the proposed code amendments, which will be voted on at the next HPC
meeting. After that, the final draft will move forward, be submitted to City Council.
2. Library Historic Photo Contest
HPC members discussed Draft Plan submitted by Tom Cooper at the library, making numerous suggestions
which Anne Kelly will pass along to Tom and report back.

3. Lecture Series Committee Report
A doodle poll for fall dates to be sent out. Still working on nailing down a date for the next lecture series.
4. Update re. HPC Projects: Tree Plaque and Monument
Mara Perry advises that the check has been issued and information submitted to the contractor for the tree
plaque. Mid-April is the estimated time-frame for installation of the Douglas Manor monument.

Final scheduling note: Mara Perry noted a scheduling issue regarding the May 14th HPC meeting, suggesting an
alternative meeting time. HPC members discussed and agreed that the May 14th HPC meeting would be
rescheduled to May13th at 6:30 pm
Motion to adjourn meeting made, seconded, and unanimously approved. The meeting was adjourned.
