HISTORIC PRESERVATION COMMISSION Meeting Minutes Date of Meeting: September 14, 2021 Time of Meeting: Regular meeting 6:30 PM Meeting Location: Webster Groves City Hall, 4 E Lockwood Ave (via teleconference and/or Zoom) MEMBERS (9): Present Absent Vacant (Chair) Anne Halvachs (Vice Chair - Chair) x Doug Stanley x Brendan Barash x Steven Stovall x Michael Rose x Dacia Stewart x Jane Porchey x Vacant Ex-Officio Members (2): Karen Alexander, Council Member, Council Liaison x Mara Perry, Dir. Planning & Dev., Staff Liaison x REGULAR MEETING: 1. Approval of June 8, 2021 Minutes – motion to approve by Jane Porchey; second by Michael Rose 2. Visitor comments – None. PUBLIC HEARINGS: None NEW BUSINESS: 1. 12 Hammel – Demolition Request Single Family Structure - Review of submittal packet, staff memorandum and recommendation. HPC discussion, with lack of historical value noted. Property had no power to it for three years and was neglected. Motion to approve demolition request consistent with Staff recommendation without holding for additional review made by Doug Stanley; motion seconded by Steven Stovall; passed unanimously 6-0. 2. Election of Chair/ Co-Chair and Secretary – Discussion about two members resigning due to conflicts in schedules with meeting dates. Two interviews are scheduled for new members before the Plan Commission. Anne Halvachs was nominated for the position of Chair by Steven Stoval and seconded by Doug Stanley; passed unanimously Postponed to next month to have more members present. 3. Douglass Hill Rezoning: members discussed the letter that had been received from Dave Buck in regards to history on the Douglass Hill land. For next month’s agenda they want to have a discussion about a letter coming from the Commission to the City Council regarding the rezoning. Members will send to Mara any comments they have already in mind for the discussion. 4. HPC Projects for 2021-2022 - members finalized projects to focus on for the new fiscal year. Focus will be on the Lustron Homes; Sears Kit homes; and Joy built homes. The option of having subcommittees formed to help with these projects will be available. This could allow others not on the commission to participate. Jane Porchey mentioned that there are the medallions for the other walks. Steven Stovall stated he has been gathering some information on the Joy Built homes. Members discussed the idea that these wouldn’t be “walkable” but could be more of a driving tour of places within the city. Currently the north webster walk is not really walkable. The Webster Groves library has scanned building permits which can be used in the research of locations and homes. Doug Stanley asked some questions about the Joy built homes and the fact that there are many styles of homes in that category. Jane Porchey mentioned that it would be interesting to look at decades of housing styles over the years. They could be organized by periods of time. At next month’s meeting it will be discussed formation of possible sub committees and timelines for the projects. Karen Alexander mentioned how to share all this information with the public. She also answered questions about whether these projects would be ones the City Council would encourage. Karen stated that the City Council would encourage any projects that follow what their powers and duties are in the ordinance. OLD BUSINESS: 1. None Doug Stanley moved to adjourn the meeting; Jane Porchey seconded; passed by unanimous vote. NEXT MEETING: Tuesday, October 12, 2021
