REGULAR MEETING :
1. Approval of January 10, 2022 Minutes – motion to approve by Carol Duenke; second by
Sue Indelicatio 5-0.

NEW BUSINESS:
528 Bacon Avenue – Single Family Dwelling – Demolition Request
The existing single-family dwelling was built in 1956.

The City has found no records pertaining to a historic property inventory sheet for the
subject property.
The property has not been previously identified as an at-risk property that should be
looked at for a possible designation.
The structure is a 1-story ranch, identified at approximately 1,491 square feet in gross
floor area.
The applicant has submitted photographs identifying existing conditions of the
structure’s
interior and exterior.
The applicant is purchasing the property on March 10, 2023 for $195,000. The property
had been owned by the previous owner for since the 1992.
Staff recommends approval of the request to demolish the existing single-family dwelling
structure at the subject property without holding the request for additional review.
Motion to approve Doug Stanley second by Michael Rose; passed by unanimous vote 6-0.
John Peterson and Andrew Dial from Missouri State Historic Preservation guest speakers –
CLG (certified local government) program provided a detailed presentation of their
organization.
John Peterson CLG coordinator, spoke on the primary responsibilities of the HPC, benefits,
and best practices. He also supplied five important points of the CLG:
1. Enforce appropriate state or local legislation for the designation and protection of
historic properties.
2. Establish by state or local law and maintain an adequate and qualified historic
preservation review commission.
3. Maintain a system for survey and inventory of historic properties
4. Provide for adequate public participation as a whole.
5. Satisfactorily perform the responsibilities delegated to it under the National Historic
Preservation Act.
Andrew Dial Grants manager, walked through the grants criteria, type of grants, and the
projects that may receive funding. He offered places to look for money along with the criteria
and limitations for federal and/or state grants. He also shared, that the commission can
create/build their own grants for city and community projects.
