2. Visitor’s comments - Bob Springer spoke regarding Bethany Lutheran Church
located at 407 Fairview which is currently up for sale, and he is requesting that it
be saved as a local historic structure.

15 Marvin Court – Designation of the structure and surrounding property as a City
Designated Historic Structure.
Anne Halvachs opened the Public Hearing.
a. Petitioner: Gayle Jones, spoke in favor of the application, noting information
included in applicant's submittal packet.
b. Public Comments: Reverend David Denoon and Michael Blaes spoke in
agreement to designate the property located at 15 Marvin CT.
c. HPC Question/Answer: HPC members wanted a confirmation of criterial that
could be used to make the local nomination to designate the property.
d. Evidence Entered: The public hearing was closed, and the evidence was entered
which included (7) exhibits placed into the record as listed on the PowerPoint and
below.
Ownership/legal information as listed in the St. Louis County Department of
Revenue records.
E-mail from the property owner requesting that the property be nominated dated
September 18, 2023
Copy of the Notice of Public Hearing that was posted on the property on
September 28, 2023
Letter to the owner of the property, notifying of the intent to nominate and of the
public hearing before the Historic Preservation Commission dated September 29,
2023

e. HPC Discussion: HPC members first revisited the Code provisions governing
determination of a designation of the structure and surrounding property as a City
Designation Historic Structure.
Anne Halvachs (Chair) called for a vote, with all votes cast in favor of recommendation
nominate to designate 15 Marvin CT, and no votes in opposition, the City Designation of
Historic structure was approved by unanimous vote of the HPC (vote was 7-0).
Motion to approve Carol Duenke based on the criteria under a, b, m, and d of Section
52.190; second by Sue Indelicato; passed by unanimous vote 7-0.
NEW BUSINESS:
12 Euclid Avenue – Single Family Dwelling
The existing single family dwell was built in 1925.
The City has found no records pertaining to a historic property inventory sheet for
the subject property.
The property has not been previously identified as an at-risk property that should
be looked at for a possible designation.
The structure is a 1-story bungalow, identified at approximately 672 square feet in
gross floor area.
The applicant has submitted photographs identifying existing conditions of the
structure’s exterior.

The applicant purchased the property on March 24, 2004, for $82,000. The
applicant has no plans at this time for the lot.
Staff recommends approval of the request to demolish the existing single family dwelling
structure at the subject property without holding the request for additional review.
The above-mentioned property was held from last month’s meeting to do additional
research. HPC members discussed some of the findings from their research and
decided to hold over again for further research and possible nomination of historic
structure.
3421 S Brentwood Boulevard Unit A – Single Family Dwelling
The existing single family dwell was built in 1966.
The City has found no records pertaining to a historic property inventory sheet for
the subject property.
The property has not been previously identified as an at-risk property that should
be looked at for a possible designation.
The structure is a 1-story ranch, identified at approximately 530 square feet in
gross floor area.
The applicant has submitted photographs identifying existing conditions of the
structure’s exterior.
The applicant purchased the property on June 20, 2012, for $25,199. The
applicant has no plans at this time for the lot.
Staff recommends approval of the request to demolish the existing single family dwelling
structure at the subject property without holding the request for additional review.

The applicant has submitted photographs identifying existing conditions of the

The applicant purchased the property on January 7, 2008, for $200,000. The
applicant has no plans at this time for the lot.
Staff recommends approval of the request to demolish the existing single family dwelling
structure at the subject property without holding the request for additional review.

The structure is a 1-story ranch, identified at approximately 544 square feet in
gross floor area.
The applicant has submitted photographs identifying existing conditions of the
structure’s exterior.
The applicant purchased the property on August 5, 2003, for $33,000. The
applicant has no plans at this time for the lot.
Staff recommends approval of the request to demolish the existing single family dwelling
structure at the subject property without holding the request for additional review.

The City has found no records pertaining to a historic property inventory sheet for
the subject property.
The property has not been previously identified as an at-risk property that should
be looked at for a possible designation.
The structure is a 1-story bungalow, identified at approximately 630 square feet in
gross floor area.
The applicant has submitted photographs identifying existing conditions of the
structure’s exterior.
The applicant purchased the property on September 23, 2022, for $267,500. The
applicant has no plans at this time for the lot.
Staff recommends approval of the request to demolish the existing single family dwelling
structure at the subject property without holding the request for additional review.

OLD BUSINESS :
HPC members decided to carry the Conservation Districts, discussion over to the next
agenda. The members also want to add the Bethany Lutheran Church to the agenda for
further research.
Mrs. Perry will provide backup information and historic sheets along with inventory sheets
she has available.
Council Member Shepard shared that by the next meeting the Plaza will be re-done.
