Staff REGULAR MEETING : 1. Approval of May 14, 2024, Minutes – Motion to approve by Doug Stanley; second by Hilary Perkins 6-0. 2. Pg 1 PUBLIC HEARINGS : 35 Mason Avenue – Certificate of Appropriateness request to demolish an accessory structure in the Webster Park Historic District. Chairperson Thompson opened the Public Hearing: a) Petitioner: Joe and Julie Sullivan b) Public Comments: Kathryn Duckworth 25 Plant Ave, Hercules Design, Architect-working with Joe and Julie Sullivan. Budget did not allow for a new garage, and found the structure was worse than they originally thought. It is not salvageable. c) HPC Question/Answer: see below d) Evidence Entered: The public hearing was closed, and the evidence was entered which included (8) exhibits placed into the record and below.  Summary of supporting documents  Letter from Frontenac Engineering dated June 5, 2004  Photographs of the existing conditions of the accessory structure  St. Louis County Tax History  St. Louis County Real Estate information regarding 35 Mason Ave. (2024), identifying assessed value of the land and improvements  Copy of the property survey dated April 25, 2023  Copy of excerpts from the U.S. Department of the Interior National Register of Historic Places NPS Form 10-900-a, Description of the Webster Park District on Pages 2 to 4 of Section 7 and Historic Inventory Sheet  Copy of the Secretary of the Interior “Standards for Preservation: Chapter 52, as amended, of the Municipal Code “Historic Preservation Commission” (52.270) Carol Duenke stated that this project has been before the ARB on several occasions. This is the first time that a licensed structural engineer has reviewed the project. Agrees that there is some significant damage (i.e. cracking and severe settling of ½ inch or more); other members suggested the doors be salvaged for future use on other projects at the home. Hilary Perkins asked if the garage was used as living quarters. Kathryn Duckworth answered that there is electricity for lights but no plumbing. Angela Thompson stated it’s great that things can be recycled, she loves stuff like that as it adds a unique appearance to the house. Angela Thompson asked if there is anyone else to speak. There was none. Moved to permit the certificate of appropriateness for the structure at 35 Mason. TO VIEW THE FULL TEXT OF ORDINANCES, RESOLUTIONS, AND MINUTES, PLEASE CLICK THEIR TITLES. Pg 2 Motion to approve Hilary Perkins based on the criteria of Section 52.270; second by Doug Stanley; passed by unanimous vote 6-0. NEW BUSINESS Angela Thompson discussed community education collaboration with the Sustainability Committee, she suggested that this is something that HPC should become involved with. Carol Duenke states that there are a lot of misconceptions about HPC and as it starts to align with Sustainability it helps to address these misconceptions. A good opportunity to educate people about how to preserve their homes. Eric Peterson suggests a subcommittee of all committees to create educational events either virtual or live. The HPC will be involved with scheduling events. Eric Peterson asked that there is enough time provided to plan. Eric Peterson will set aside time on the Sustainability agenda to start these conversations. Hilary Perkins ties sustainability into social justice and wants to tie in a message of how HPC sees sustainability. Carol Duenke suggests that they focus on explaining why things like a pollinator garden are important and how it helps to sustain the plant. Small efforts in education and small actions on the part of individuals neighborhoods and groups can contribute to the overall effort of sustainability and actions no matter how small if they’re taken undertaken by a lot of people they have a big cumulative effect. Angela Thompson states it is our environment, and we must not separate ourselves. All parts of Webster are tied to substantiality – Green Preservation. The next sustainability meeting is on Aug 19th at 4pm. OLD BUSINESS Comprehensive plan update. The City’s Engagement Summary was presented by Eric Peterson. https://www.journeytowg.com/ Questions asked to Eric Peterson about the role of the new Renee Tyler. Eric Peterson provided a staff update, new hires, and consultant engagements. Councilwoman Alexander is the new council liaison. Councilwoman Alexander spoke about her view and commitment to the city as she reacquainted herself with the commission. No council updates currently. Motion to adjourn; Sue Indelicato second by Hilary Perkins all in favor; meeting adjourned 6-0.
