Old Orchard Special Business District Advisory Commission MEETING MINUTES APPROVED MEETING DATE: Tuesday, November 8, 2016 LOCATION: City Hall CALLED TO ORDER: 8:04 AM MEETING ADJOURNED: 9:10 AM NEXT MEETING: Tuesday, December 13, 2016 NAME PRESENT ABSENT Joe Fichter, Chair X Angel Venegoni X Claire Winkler X Mary Jane Armstrong X Steve Scheipeter X Holland Saltsman X Robert Weber X John Barr X Vacancy Frank Janoski, Council Liaison X Mara Perry, City Liaison X Also in attendance: Dick Estes – Motivation Technologies Fran Sudekum – Administrative Support APPROVAL OF MINUTES Motion to approve the October minutes as was made by Mary Jane Armstrong, seconded by Bob Webber, motion was unanimously approved. VISITOR COMMENTS  Dick Estes inquired whether the time frame on the parking on South Old Orchard was no parking before 10:30 AM and if so, could it be changed to 9:00 AM? Mr. Estes is currently staggering his employees’ hours because there aren’t enough spaces available; he finds his business is short 25 spots. OLD BUSINESS  Parking Discussion o Mara Perry shared a map of the District indicating the various locations and types of public parking. Four more Blue Permit spaces can be added on Lockwood Avenue across from Cyrano’s; this will require an ordinance change. Businesses will be informed of the additional spots at the time of the December renewals. o Commission members discussed the various ongoing parking issues in the District: the need for additional public parking spaces and/or lots, the potential of off-site employee parking on perhaps the Owen Ridge Campus (pooled/shared with the other business districts), the impact of the additional spaces the new Webster University parking garage will have (which will however also be offset by additional student enrollment), leasing of private lots, parking habits of Webster University and Nerinx Hall students, addressing growing Old Orchard businesses and their need for more employee parking balanced with customer/client parking, city investment in parking infrastructure - ROI with continued business growth and attracting development, funding, pooled city tax revenue impact  Streetscape Phase II Mara Perry shared a handout with Commission members of the Project Cost Estimate - STP Grant Application and Vicinity Map/Project Limits. Information in the handout listed out the improvements and costs. Angel Venegoni made a motion to move ahead with the STP funding application with the items included in the handout, the motion was seconded by Mary Jane Armstrong and unanimously approved. The application is due in February or March of 2017.  Holiday Plans Holiday plans are set. Angela Foley will deliver a small number of holiday posters to businesses. The ad in the Webster-Kirkwood Times will go out and an event on the Old Orchard Facebook page will be created and shared. NEW BUSINESS  Bike Rack Locations – Due to a lack of time, the discussion of bike rack locations was tabled until the December meeting. CITY UPDATE  Mara shared a map showing the District’s makeup and boundaries (old vs. new) in the proposed updates to the 1978 City Comprehensive Plan/2006 Business Districts Development Foundation Plan. These two plans were never merged, the updated plan would be one city-wide plan. The plan goes before the Planning Commission, the City Council, and receive public input on the proposed changes. The map can be found on the City’s website under Planning Commission. FUTURE MEETINGS  December o Parking Meeting Plan/Cost of Leasing Additional Parking o Bike Rack Locations  January Regular Meeting (10th) – Budget  January Special Meeting (17th or 19th) – Parking Meeting with Nerinx Hall ADJOURNED Meeting adjourned at 9:10 AM.
