APPROVAL OF MINUTES
Motion to approve the December minutes as was made by Angel Venegoni, seconded by Mary Jane
Armstrong, motion was unanimously approved.
NEW COMMISSION MEMBER
Introduction of new Commission member, Steve Zielinski.
BUDGET
• Mara handed out a budget review spreadsheet showing figures by category as well as from
previous years and gave an overview of the time line for the budget process.
• A discussion was held reviewing each budget category and what types of expenditures the
category covered.
• District revenue is based on a formula applied to those within the boundaries of the District. The
formula can be explained in detail by Joan Jadali, the Director of Finance/Assistant City Manager.
It was decided to invite Joan to the February meeting to talk about the revenue formula.
• Commission members discussed potential items that could make changes to the budget, such as
adding one or two additional sets of lamp post banners, addressing the entryway into the
City/District at Murdoch, adding a 50/50 rooftop lighting program, possible changes to the
landscaping of the plants/baskets/pots, and the “Phase II” Streetscape Project. Mara can put
together some possible figures to help with the budget discussion at the February meeting.
FREEZE QUE UPDATE
Mara is finalizing the street closures for the Freeze Que event with the Police Department; once that’s
completed she will send out an email message to the District about the event and the street closure.
NEW BUSINESS
• John Barr inquired whether the District had ever pursued getting on the National Register of
Historic Places. Such a designation gives property owners financial incentives to invest in and
preserve their properties as well as giving the District marketing opportunities. Mara will confirm
potential costs involved in the designation process.
• Joe Fichter attended a Business Development Commission (BDC) meeting. They received
information from the Webster Groves Police Department on various alert options, such as their
weekly email message, their Facebook page, and a special business-related Twitter account.
Mara will forward the information to all Commission members. In addition, they are gathering
information on a possible alert system for businesses.
