Old Orchard Special Business District Advisory Commission MEETING MINUTES APPROVED MEETING DATE: Tuesday, September 11, 2018 LOCATION: City Hall CALLED TO ORDER: 8:02AM MEETING ADJOURNED: 8:41 AM NEXT MEETING: Tuesday, October 9, 2018 NAME PRESENT ABSENT Joe Fichter, Chair X Angel Venegoni X Claire Winkler X Mary Jane Armstrong X Holland Saltsman X Robert Weber X John Barr X Steve Zielinski X Vacancy Bud Bellomo, Council Liaison X Mara Perry, City Liaison X Also in attendance: Mike Pincus – Commission Member, Business Development Commission Ian Van Dam – Civil Alchemy Fran Sudekum – Administrative Support APPROVAL OF MINUTES Motion to approve the August minutes as was made by Bob Weber, seconded by Steve Zielinski, motion was unanimously approved. VISITOR COMMENTS Mike Pincus – The BDC would like to encourage two-way communication with the business districts. Mike is looking to learn what the Old Orchard District is doing and improve on the BDC’s communication plans. Ian Van Dam – Civil Alchemy has submitted a special activity permit to conduct new event on the back of their property and include a portion of the adjacent District public parking lot. They are putting on an Autumn Outdoor Market with six vendors, pop-up tents, and food or beer trucks; Balkan Treat Box will be one of the food trucks. The event will take place on Saturday, October 27th from 5 to 9 PM. Commission Members liked the idea and gave positive feedback for the permit. Public Works, Police, and Fire will need to do the same. ROOFTOP LIGHTING John Barr has been working to contact property owners to secure their agreement to participate in the 50/50 Rooftop Lighting Project and has many verbal agreements; property owners will need to sign the agreement letter. Stribe Electric will do the installation and maintenance; each building will need a point of contact for Stribe Electric to gain entrance to the rooftop. Mara Perry will bulk order lighting supplies taking advantage of current sale pricing. First on the installation schedule is The Frisco Barroom building down to Civil Alchemy and Commerce Bank. Webster Groves Subaru and Weber’s Front Row are a yes. Mara will resend the building pricing information for the entire District and the agreement template to Commission Members for their use in continuing their efforts to contact property owners. BANNER DESIGN Old Webster is planning to do new banners for Spring and/or Fall; they will offer those designs to Old Orchard to also use if they wish. STREETSCAPE UPDATE The Streetscape Project is moving forward; drawings have been pulled together. BDC UPDATE Holland Saltsman volunteered to represent the Old Orchard District at BDC meetings. CITY UPDATE • A new project for the former Gerber Chapel location has been received; two buildings - a bank with a VTM (video teller machine) and a building for one or two retail businesses. • Rolling Ridge has submitted a project which will go before the October 1st Planning Commission meeting. The project involves keeping the nursery business with a new green house and adding a coffee shop, microbrewery, and an apartment building on the back of the property. • Code amendment changes will go before City Council in September. • The project at the former Auto Beauty location now has 3 CUP’s and is scaled down from the original proposal; everything will now be inside the building. Final reading will go before the next City Council meeting. • Balkan Treat Box has their construction permits. • Firenza Pizza has started their construction. • Residential housing continues all over the City.
