Old Orchard Special Business District Advisory Commission MEETING MINUTES APPROVED MEETING DATE: Tuesday, September 12, 2023 LOCATION: City Hall & Zoom CALLED TO ORDER 8:00 AM MEETING ADJOURNED: 8:21 AM NEXT MEETING: Tuesday, October 10, 2023 NAME PRESENT ABSENT Bob Weber, Chair X Holland Saltsman, Vice Chair X Angel Venegoni X John Barr X Steve Zielinski X Abby Culleton X Rick Gerger X Emerson Smith, Council Liaison X Eric Peterson, City Liaison X Also in attendance: Officer Ahmar Rasool – Webster Groves Police Department Fran Sudekum – Administrative Support APPROVAL OF MINUTES A motion to approve the August minutes was made by Angel Venegoni, seconded by Abby Culleton, and unanimously approved. ROOFTOP LIGHTING No update DISTRICT EVENTS • 2023 Gazebo Series – The Series has kicked off and is halfway through the season; everything is going well. The second print ad has appeared in the Webster-Kirkwood Times. Jake’s Leg is the next band to perform on September 15th and is expected to bring in the largest crowd of the season. • Holiday Event – Saturday, December 2nd o Commission Members discussed several possible names for the event and settled on Old Orchard Holiday Festival. A graphic artist will be engaged to design a logo/poster. o The day will be promoted as a day of shopping and dining in the District with Santa in Gazebo Park from Noon – 2PM. o Just prior to dusk, the Show Starters youth group (Gateway Center for Performing Arts) will perform holiday songs and then a designee will hit the switch at dusk and light up Gazebo Park (tree trunks, gazebo, the new small live evergreen tree). o Santa’s mailbox will be available in Gazebo Park. o Toys for Tots collection boxes inside District businesses (optional). o Food drive for Operation Food Search; blue barrels inside District businesses (optional). o District businesses participate as they wish in some manner and promote the day. o Ferris Wheel – The cost to rent a Ferris wheel from American Banner Amusements (turnkey operation which includes permits, delivery, setup & takedown, generator to power said ride, and personnel to operate) is $15,000. Members felt the cost was too much and would need to be supplemented with revenue from sponsors and/or selling tickets; however, none of the Members currently have the extra bandwidth it would take to staff such an endeavor. o Members would like to strategize what the event should look like for next year. Page 1 of 2 FAÇADE GRANT APPLICATION John Barr has submitted a façade grant application for 8126 Big Bend (see Appendix A). MOTION: Angel Venegoni made a motion to approve the $2,000 façade grant for 8126 Bib Bend, the motion was seconded by Holland Saltsman, John Barr abstained, the motion was approved. CHESS IN THE PARK The Parks Department is very open to the idea with buy-in from other groups. More information should be available at the next meeting. BUSINESS DEVELOPMENT COMMISSION (BDC) UPDATE The Business Coffee was held on August 30th at the Rec Center. The gathering was smaller than the first coffee, but a great deal of cross-district edification and networking was accomplished. The next coffee will take place in February, 2024. CITY/COUNCIL UPDATE • City Council received a code enforcement update at the last Council meeting. • City Council continues fielding questions about the Aquatic Center project. • Eleven Good Neighbor Award submissions have been received. Adding tile to doorway/entry way and adding a new awning 2) Demo – 2 days - $1000 3) Concrete leveling 4) Framing (labor and exterior grade lumber and finishes) - $750 5) Tile entry way - $300 6) Painting (material and labor) - $1000 7) Awning - $2000
