OLD BUSINESS  Jazz Fest 2017 – Mara Perry confirmed there is a Purchase Order of $4,500 from last year that can be used toward the Jazz Fest 2017 stages. Joe Rath made a motion to use no more than $2,800 of that purchase order to pay for the stages used at the 2017 Jazz Fest.  Rooftop Lighting Update – Mara handed out a map of the District showing the rooftop lighting project’s status: o Green – Sections marked with green are installed; they may need some repairs. o Red – Sections marked with red are the next sections to be installed; seasonal weather last year had stopped installation. Mara is working with Stribe Electric to finish these sections. o Orange – Sections marked with orange are the final phase. The building owners in these sections need to be contacted; Mara currently cannot put resources on it, if any Commission member is available to do so, please do. o Commission members commented a phone call to #127 would be an easy call and could be done quickly and the building housing Olive +Oak is ready to go. o Budgeted rooftop lighting available is $3,068 from last year and $3,000 from this year; with the 50/50 from the owner, the rooftop project can be completed this year. NEW BUSINESS  Old Webster Trade Association Seasonal Events: o Trick-Or-Treating: Saturday, October 29th from 3 to 5 PM  The Explore Facebook page has shared and boosted the Trick-Or-Treating event.  Trick-Or-Treating posters to participating business are out.  Last year’s event was bigger than the year before and this year’s promises to be bigger than last year. o Holiday Open House: Sunday, November 13th from 10AM to 5PM  The Holiday Open House will be featured on Great Day St. Louis TV the Friday before the event.  This event is paid for thru sponsorship and District funding. The District has budgeted $5,000 toward the event. Joe Rath made a motion to send $4,000 of the budgeted amount to the Old Webster Trade Association now and pay any additional amount needed up to $1,000. Stacie Swederska seconded the motion; the motion was unanimously approved. o Cookie Walk: Saturday, December 10th from 3 to 5 PM  Cookie Walk logistics will be handled the same as the Trick-Or-Treat event.  Start 2017 District Budget Discussion – Commission members reviewed the various items, categories, and figures from the current budget in preparation for working on next year’s budget. For the November Commission meeting, Mara will work up numbers, details, and a breakdown on advertising and plants/landscaping. COUNCIL UPDATE  “Coffee with Cops” held at Straub’s was well attended. Lt. Greg Perks would like to hold more if anyone in Old Webster is interested in hosting. Becky Jacobs, Serendipity Ice Cream in Old Orchard will host a “Cones with Cops’ this summer.  Sushi Station’s legal issues have been resolved and they will be able to stay in business.  Police Presence in the District – The police were called to Bread Company to resolve an issue with unaccompanied minors. Problems have developed on school half days and on Fridays; especially in the area of Bread Co. west to Yo My Goodness. Mara will speak with Police Chief Dale and City Manager Steve Wylie about the issue. CITY UPDATE  Naturally Pure Salon is now open in Crossroads.  Construction work on the “Quonset Hut” in Old Orchard hopes to be finished by year end with two tenants.  Dance Project St. Louis moving from Fenton to Old Orchard two doors down from The Novel Neighbor; building changes are under construction.  Changes to the residential codes and the City’s comp plan are still in progress.  The new Bed and Breakfast at Bompart and Tuxedo hopes to open over Memorial weekend.  The Baptist church on Brentwood is building a parking lot.  Missouri American Water is putting in data collection units on poles with wireless meter readers at six locations in Webster. NOVEMBER AGENDA ITEMS District Budget Discussion ADJOURNED Meeting adjourned at 8:47 AM.
