Old Webster Special Business District Advisory Commission MEETING MINUTES APPROVED MEETING DATE: Tuesday, June 27, 2017 LOCATION: City Hall CALLED TO ORDER: 8:05 AM MEETING ADJOURNED: 9:10 AM NEXT MEETING: Tuesday, July 25, 2017 NAME PRESENT ABSENT Ron Clipp, Chair X Chris Hite X Joe Rath X Stacie Swederska X Morry Cole X Mark Hinkle X Tim Delanty X Micki Hansel X Vacancy Matt Armstrong, Council Liaison X Mara Perry, City Liaison X APPROVAL OF MINUTES Minutes were moved for approval to the next meeting as there was not a quorum of members who had been in attendance at the last meeting. OLD BUSINESS • There is still a vacancy on the board that needs to be filled. Stacie will be asking for a temporary leave from the board at the end of the year. It was suggested to ask Scott Kemper to apply and for Dan Warner to come back on the board. Mara will ask the City Clerk to contact both of them. • Rooftop Lighting – Mara needs to get bids for work on Bob Peters building on Gore and for Dr. Butler’s building. A call also needs to be made for repairs to existing lighting. • No new update at this time on the landscaping easement that the district wants to pursue in front of the parking lot near Dewey’s. Ron will be following up on this item. NEW BUSINESS • Stacie Swederska brought to the commission new information on the proposed kiosk for the district. The drawing showed the kiosk potentially in conflict with existing benches. Options for the benches moving was discussed. McCaughen and Burr have mentioned to people that they would like to paint a mural on the wall facing this area. Both the kiosk and a mural could be placed in this area and not conflict with one another. Mara mentioned that the mural would need to meet the sign regulations if it was determined to be commercial signage. The discussion was to turn the kiosk ninety degrees so that it is parallel with the entrance to the upper level of the parking garage. The kiosk would be able to have information on both sides. Possible options could be to have a map on one side and brochures on the other. Standard sized posters for events could also be an option on one of the sides of the kiosk. The commission discussed the design to match the information kiosk as City Hall. Possible materials for over the maps would be a plexiglass cover. Maintenance could be an issue and would need to be taken into account. The discussion continued with who would have access and be replacing out maps, brochures and posters. Options for lighting could include map frames that are internally lit and possible solar power. The commission is going to hire Don Drissel to put together the design of the kiosk. • Mara discussed that the commission had assigned some funds from last years budget for additional landscaping in the district. Not all the funds were needed and they could be used to get updated holiday decorations to replace the red bows that go on the light poles. The commission members asked for the Parks Department to bring to them some options to look at the design of the decorations. They will be requested to come to the next meeting. • St. Louis CVC Membership – Almost none have sent in their renewals. They might have to be hand picked up as was done last year. • Ron Clipp requested an update on the repairs to the parking garage at the next meeting. • Morry Cole discussed his property at 34 N. Gore and the work her plans to do. He will be applying for historic tax credits. • Commission members discussed that parking is still a huge issue in the district with so many businesses needing parking for employees and customers. • Joe Rath updated that the Street Dance went well this year. CITY UPDATE • Mara gave basic updates on projects before the Plan Commission and City Council. ADJOURNED Meeting adjourned at 9:10 AM. NEXT MEETING The next meeting will be held on Tuesday, July 25, 2017 at 8:00 AM – City Hall.
