APPROVAL OF MINUTES
Motion to approve August minutes was made by Joe Rath, seconded by Micki Hansel, and
unanimously approved.
OLD BUSINESS
Winter Banners
• Mara Perry received a quote of $4,819 for the Marine Acrylic winter banners using 3 to 4 colors. A
three-week order lead time is involved.
• New banners need to be hung on November 1st prior to the Holiday Open House.
• Three designs were provided for consideration (at no charge) by two Old Webster businesses;
KIND Soap Company and Zoey’s Attic. Design decision criteria centered around having a winter
theme vs. a holiday theme and no more than four colors. Commission members like the
“streetscape” style design as it had a “downtown” feel and fit all the criteria.
• MOTION: Joe Rath made a motion to use the blue and white “streetscape” style design. Motion
was seconded by Mark Hinkle and unanimously approved.
District Parking
• Short-Term Parking – Designating public on-street 15-minute parking spots requires an
ordinance and has to go thru the Traffic Advisory Commission. Mara will find out when the next
Traffic Advisory meeting takes place. Mark Hinkle volunteer to attend Traffic Advisory meetings
as needed. Letters of support from Commission members is recommended. Commission
members poured over the District map and selected five on-street parking spots strategically
placed throughout the District to be designated as the 15-minute short-term spots for quick
customer pickups:
1. West side of South Gore near Olive + Oak.
2. West side of North Gore near The Initial Design.
3. South side of Moody near My Shabby Cottage.
4. South side of Lockwood near Dewey’s Pizza.
5. South side of Lockwood near Half and Half.
• Long-Term Parking – Commission members discussed options to add employee parking spots to
the District.
o Existing Spots – Leasing existing spots from private owners:
1. Mara will approach the Webster Groves Presbyterian Church to lease parking on their
Moody lot for employee parking.
2. In the past some discussion for was made to lease parking spots from the owners of the
gravel lot on Pacific for employee parking during the holidays; the location is not ideal
however.
o Configuring New Spots – There is a strip of land on South Gore adjacent to the current on-
street parking and sidewalk the fence at the east end of the Bristol Elementary School
playground that could potentially be turned into angled on-street parking. Miki Hansel will
take a look at the property from an engineering design perspective to get a better idea of its
potential when configured for angled-parking. The property currently belongs to the school
district.
NEW BUSINESS
District Activity Permits – Mara requested a recommendation from Commission members on their
notification of special event permit requests in the District. Commission members determined annual
events previously approved with no District issues don’t need to be brought to the Commission for
review, the Commission need only be apprised that an upcoming event will be taking place, while
new events should still be brought before the Commission.
CITY UPDATE
• Permits for the new nail salon in Old Webster are in.
• My Shabby Cottage in Old Webster is open.
• New landscape company on Watson Road is under construction.
• Half and Half in Old Webster is open.
• Old Orchard’s Frisco Bar Room plans and permits are in.
• Civil Alchemy is open in Old Orchard.
• A new dance studio is open in Old Orchard.
• Novel Neighbor Next Door is open in Old Orchard.
• Naked Shoe and Boot will be opening in the former Puddin Head Books location in Old Orchard.
• Another hearing before the Planning Commission for the CUP’s on the former YMCA property will
take place.
• Hearing for the CUP requests for the former Auto Beauty location in Old Webster will be before
City Council on October 3rd.
• There are 24 new residential houses under construction with the potential for 52-55 additional new
residential new home site in the works.
• Two new business going in at 69 North Gore in Old Webster; front office will be a financial advisor
and the back will be a clothing sample showroom for Northface.
• Possible new salon-type business for the former Charlie’s Hair Design Barber Shop location;
however, landlord does not want to invest in a buildout. The location needs to be ADA compliant.
• To make things run smoother, the City is requesting the landlord and the tenant come in together
so all things can be coordinated together; the building codes and the occupancy codes.
