VISITOR COMMENTS New Council Member, Laura Arnold, introduced herself to Commission Members. ROOFTOP LIGHTING • Mara Perry provided an update on the status of the rooftop lighting project and next steps were discussed. She provided an aerial map showing three phases of the project; green is first completed phase, red is second completed phase, and orange is the next phase to work on with a couple of questions first (see Appendix A). The project phases started in the center of the District and are working its way outward. • Mara also provided a spreadsheet of addresses with cost estimates for each that Stribe Electric has allowed to use (see Appendix B). • Members discussed whether to include 135 and 110 W. Lockwood in the project, both locations are more modern buildings and since they are corporate-run banks would involve more effort to identify and acquire the permissions needed. It was decided not to exclude any buildings from the project; Ron Clipp and Mara will attempt to identify initial contacts for these two locations. • As part of the next phase, Stribe will also do some maintenance of existing lights as part of the next phase of work, i.e. replace bulbs as needed. • Ron will use the figures provided on the spreadsheet to acquire the permission agreement from Robert Peters (49 and 51 N. Gore). SUMMER BANNER DESIGN Tim Delanty requested input from Commission Members on they would like to see as part of the design for the new summer lamp post banners in the District. All would like to see bright colors, perhaps keep the streetscape as part of the design, maybe a design with fireworks. Members are open to ideas; they would like to see several possible designs from Tim’s team and go from there. PARKING • Moody Lot – Mara had a sit down with Dick Peterson of Webster Groves Presbyterian Church on the Moody lot negotiations. She is putting together figures to repair, restripe, and future restriping of the lot as well as snow removal and will submit it all in writing to them. The contract would for three-years; this would allow for possible changes and connections to the neighboring Bank of America lot when it becomes available for a redesign in the future. WG Pres is aware of the lease the City has with First Congregational Church’s lot and was looking for money vs. services in the Moody lot negotiations but is very interested in working on an agreement. • 15-Minutes Parking Spots – Mara had sent the Police Department the information on the short- term parking spots the Commission has requested but they have not moved on our request and had a few questions. DISTRICT TRASH CAN LOCATIONS MOTION: Joe Rath made a motion to move the trash can currently located in front of Olive + Oak across the street between the Bank of America Building and Webster Groves Presbyterian Church and move the trash can currently located in front of Shelter Insurance to in front of Kenary Park Florist by the bench. The motion was seconded by Tim Delanty and unanimously approved. CITY UPDATE • Additional information has been provided by the developer as requested for the former Gerber Chapel location and will go before the next Planning Commission meeting. • The resubmitted request from the home-based daycare business to approve a higher number of children allowed has moved forward to City Council. • Updates in usage language in the commercial code was continued to the next Planning Commission meeting. • No new businesses at this time. • SanSai has closed its Webster Groves location. • The owners of the former Auto Beauty location have closed on the property. They have hired an individual to do a parking study; it has not yet been submitted. • There are currently 33 residential houses under construction • 1Q report for 2018 includes 14 new-house building permits. • Todd Rehg was officially named at the new Director of Public Works. • The 2017-2018 budget includes funding for substantial repairs to the Old Webster parking garage.
