APPROVAL OF MINUTES
Motion to approve January minutes was made by Joe Rath, seconded by Tim Delanty, and unanimously
approved.
VISITOR COMMENTS
Detective Bell shared with Commission members information regarding two recent retail thefts in Webster
Groves and one in Kirkwood which follow a similar pattern. The thefts occurred during normal business hours;
one individual distracted the retail clerk while the other carried out the theft. The thieves may or may not be
the same individuals at all the thefts.
BUDGET
Commission members reviewed updated budget documents. Continued budget discussion included
the need to increase the Jazz Fest allocation to cover the loss of the stage and sound system use for
just this year and moving forward with new fall and spring banners. Revised budget numbers are as
follows:

MOTION: Mark Hinkle made a motion to approve the revised budget numbers, the motion was
seconded by Tim Delanty and unanimously approved.
PARKING
Commission Members continue to be concerned about parking enforcement in the district and general safety
issues with the recent loss of the traffic officer.
COUNCIL UPDATE
• There is a vacancy on the City Council now that Council Member Matt Armstrong has resigned (he’s
moving out of state).
• The new Webster Groves Community Engagement Board continues to try and fill a spot on the board with
a Webster Groves business owner; hopefully a women-owned business to help balance diversity on the
board.
CITY UPDATE
• Ziggy’s Frozen Treats in Old Webster is open.
• Layla in Old Webster in Old Webster is open.
• Balkan Treat Box in Old Orchard is open.
• Demolition will start soon at the former Gerber Chapel location. They are trying to save the trees at the
sidewalk.
• The Rolling Ridge project in Old Webster has a hearing scheduled for April 1st.
• Demolition will start in the next month at the former YMCA location.
• The adult day care business at Elm and Big Bend in Crossroads is moving to the vacant building on
Watson next to the Lawn Equipment Company and medical office from Clayton will take over the space.
• The Group Home ordinance is before the City Council.
• New housing continues to boom.
• Two propositions affecting Webster Groves residents are on the upcoming election. Prop F is a no-tax
increase bond for the Webster Groves Firehouse #2. Prop E is a no-tax increase bond for the Webster
Groves School District.
