APPROVAL OF MINUTES
Motion to approve the September minutes was made by Tim Delanty, seconded by Joe
Rath, and unanimously approved.
HOLIDAY DECORATIONS
• Mara Perry found a Missouri company to supply the Williamsburg-style battery-
operated candle lights approved at last month’s Commission meeting. They will give
us a 20% discount. Batteries would need to be purchased separately. The candle
lights would be supplied to upper-floor Old Webster businesses with street-facing
windows to be displayed during the holiday season and then be collected back and
used next season.
MOTION: Joe Rath made a motion to purchase the candle lights with the bronze base,
flicker option, dusk-to-dawn sensor, C batteries. The motion was seconded by Tim
Delanty and unanimously approved.
VALET PARKING
• Mark Hinkle presented an idea for a District-wide valet parking application. His new
business at the former Auto Beauty location has been looking into using valet
parking are part of their parking plan and it could potentially be expanded into a
District-wide application. There are multiple ways it could be designed. Valet
Parking companies are fully insured. The costs could be paid for by the user and/or

the business that opts to offer it to their customers. Mark suggested if Commission
Members felt it was worth pursuing, the next step would be to have a Valet Parking
company come to a meeting and present more information. All in attendance
thought the idea is worth pursuing and would like to hear more.
NEW BUSINESS
• Bill Newhouse put forth the condition of the brown Old Webster sign on Highway 44
is in dire need of some maintenance. The sign belongs to the Missouri Department
of Transportation; however, Webster Groves has done maintenance on it in the past.
It needs to be fixed again. We will have to inquire if we can again do the
maintenance.
BDC UPDATE
• The BDC Holiday Promotions Committee is putting together a printed Webster
Wonderland Calendar Brochure; it will list holiday-themed events and activities
taking place during the holiday season. The Committee is targeting its availability to
coincide with the Old Webster Holiday Open House on November 10th.
CITY UPDATE
• Construction continues on The Elle at Lockwood.
• Construction continues on the project at the former Auto Beauty location.
• Construction continues on Regions Bank. The second building on the same lot may
be with different owner.
• A candle company is moving from Soulard to Old Orchard.
• Staff is working on text amendments covering such items as kennels, parking codes,
and non-conforming uses.
• Nine new houses were approved this quarter.
• The Planning and Development Department has hired a new building inspector and
they also have a part-time building inspector.
