Old Webster Special Business District Advisory Commission MEETING MINUTES APPROVED MEETING DATE: Tuesday, September 26, 2023 LOCATION: City Hall & Zoom CALLED TO ORDER: 8:00 AM MEETING ADJOURNED: 8:36 AM NEXT MEETING: Tuesday, October 24, 2023 NAME PRESENT ABSENT Ron Clipp, Chair X Tim Delanty X Stacie Swederska X Dan Warner X Karen Drexler X David Smith X Frank Romano X Emerson Smith, Council Liaison X Eric Peterson, City Liaison X Also, in attendance: Joe Rath – Former Commission Member Fran Sudekum – Administrative Support Approval of Minutes – A motion to approve the August minutes with one amendment to add Dan Warner to the item on District benches was made by Tim Delanty, seconded by Karen Drexler, and unanimously approved. Rooftop Lighting Update – Three bids are needed per City code, two have been received. The third bid should be received by next month’s meeting. Decorative Parking Signs Update – Tim Delanty will have something to present at next month’s meeting. Jazz & Blues Festival Feedback – A very successful festival was held. Missouri Arts Council’s sponsorship donation allowed the event to end in the black. Sales at the Parkmoor Drive-In on-site food tent were extremely good; they had to re-stock from their brick-and-mortar location during the event. Walktober Fest – The event is set for Saturday and Sunday, October 14 and 15. District Pedestrian Signs – A discussion was held on the future use of the pedestrian signs throughout the District. Currently, they are blank, out of date, or damaged. They could be fixed and use a different media which could be easily changed as businesses change. In addition, District events could be included. 1 of 2 Safety/Cars – There have been recent incidents of cars broken into during the night in nearby residential streets and a failed car theft in the District on a Sunday morning. All are encouraged to be vigilant, don’t leave vehicles unlocked, running, etc. Shoplifting – Incidents of shoplifting have recently increased. Business owners are encouraged to call the police department if “sketchy” incidents are occurring. Pop-Up Businesses – Businesses that want to set up in the District as a pop-up need to acquire a Transient Business License; for example, running a pop-up in an event space such as The Hall at Olive + Oak. Pop-ups hosted within/by a District business should be run through that hosting business. This allows the sales tax to be collected and reported properly. Chair’s Report – Ron Clipp will give the Commission’s report to City Council on October 17th during their Work Session. BDC Update – The second BDC Business Coffee took place on August 30th at the Rec Center. Attendance was significantly less than at the first one. The next one is scheduled for February, perhaps with a different format; possible topic marketing resources for small businesses. The BDC has a new Commission Member; Lindsay Thomas from Webster Window & Door located in the northern section of Old Webster. City Update • City Council continues work on the aquatic center project. • The percentage of City/homeowner costs for the lateral sewer repair program increased from 70/30% to 80/20%. • After the St. Louis County Board of Equalization property valuations completed, tax rates and estimated revenue figures have changed (See Appendix A).
