In 2018 Missouri voters passed Prop B which raises the minumum wage to $12 per hour in 2023 and after that it is tied to the Consumer Price Index (CPI). Rec Fee Change History Feb 2008 Renovated Rec Complex opened Jan 2013 Aquatic Center and fitness center daily fees, and Ice rink hourly rentals increased Jan 2017 Aquatic Center annual memberships, Field rentals, Gymnasium and Ice Rink hourly rentals increase Jan 2019 Most daily fees increase Jan 2020 Most membership fees increase Jan 2021 Minor daily fees increase Jan 2022 proposed membership fees and hourly rates would increase WG Rec Complex cost recover = FY18-100%, FY19-96%, FY20-70%, FY21-83%, FY22 estimated-87%. As you can see pre-Covid our Rec Complex was performing really well. But since March 2020 we are no where near the break even point. These numbers are just on the Rec Complex. They do not consider the parks which have very little revenue and our 94% tax funded and 6% field and pavilion rental revenue. I am currently in the process of gathering all the fees from other P&R departments in the area and any other local market data. I will share that data as well as my recommendations before the September meeting. It would be my hope to discuss those at the September and October meeting and have this Commission vote to make a recommendation to City Council in October. I would then take that recommendation to Council in November, with the goal of having Council approve it in November. Then the new fees would go into effect January 1, 2022. I can tell you that what I am looking at right now is less than a 5% increase in membership fees and rental rates. For instance, a full facility membership might go from $330 to $335 per year, a 1.5% increase. DR Remember this increase we span at least two years. So this increase is less than the CPI over the same two year period, 1.8% in 2019 and 1.2% in 2020. COUNCIL REPORTS-presented by Sarah Richardson STAFF REPORTS-presented by Scott Davis PARKS We have a survey open right now requesting citizen input on Ivory Crocket Park future upgrades. Please visit the City’s website to fill this out. We will also be hosting a “Popsicles at the Park” in the next couple of weeks to seek input on the park. We also have a public input meeting scheduled for September 16 from 6-7:30 for the skate park. It will be at the skate park, or the pool breezeway if the weather is not great. RECREATION We are still seeking a new staff member for the ice rink. We have a full-time position available for a rink supervisor. Will need to work some evenings and weekends. All city buildings are under a mask mandate. City employees are required to be vaccinated by Oct 1. Pool scheduling and lifeguards There is a region wide shortage of lifeguards. MWF comp, toddler, spray park will be open, T-Th leisure and spray park will be open, S-Su we are told we will have a full staff. Fall brochure is available online on our website. We are not printing a copy of it this fall, we are trying an all online. Will be submitting the Municipal Park Grant application for the addition of the new fitness studio this week. As a reminder this addition will go on the front of the meeting rooms and will include approximately 2000 sq ft of dedicated space for fitness classes. SET NEXT MEETING The next regular meeting scheduled for 7 pm.
