General discussion was had regarding the council’s reaction
after viewing the Body Camera Video of the Felony Stolen
Vehicle Stop
Council member Karen Anderson expressed her personal
opinion of the footage and expressed her feelings regarding
how the felony stop was conducted by the Officer.
Kevin Sombart advised Karen that comments or questions
regarding police procedure should be directed to Chief Dale
Curtis.
Chief Dale Curtis expressed that the language and optics
may not have seemed good, but the tactics of the officer
were sound due to the occupant of the vehicle refusing a
lawful order. While the expressions of the officer away from
the vehicle may not have always been ideal, he was
respectful in ensuring that he maintained control of the
situation.
Rev. Hayes expressed thoughts on police training.
Dr. Scott Grosch suggested a scripted way to deescalate
both for the officer and suspect, reminding the suspect the
that everything is being recorded for everyone’s safety.
General discussion regarding people’s perception of police
come from their own experiences.
Kevin Sombart expressed that the video is taken as a
learning experience and reminded the board that this is an
engagement not an oversite board.
Dale Curtis expressed that in instances such as this, a
debriefing does happen and briefly reviewed the police
department body camera policy.

Review
Information Per Dale Curtis after discussion with the Editor of the Post
Regarding Dispatch they suggested an Op Ed and have no intent to
9/17/2019 Post retract their misinformation that was published.

Dale Curtis explained how our Racial Bias training is actually
conducted and explained the actual costs of such training.
Conclusions Next Annual report will be more detailed in explaining the
training of the PD.

meetings that the board dictates the questions
that will answered to maintain consistency.
The meeting will have to be promoted due to
being a quorum of the board.

Messaging & citizen review

Presentations to Katy Miller suggested making the questions Webster Groves
Webster Police Specific and presented the following 4 questions of a
Community 1-10 scale
Groups 1. How Confident are you that you know what to do when
you are stopped by a Webster Groves Police Officer?
2. How Safe do you feel as a Webster Groves Resident?
3. What is your perception of the WGPD relationship
with the community?
4. What is your perception of Police and community
relationships in General?
Dr. Scott Groesch suggested a question asking how likely
you would be to call the WGPD for assistance to gage trust.
Katy Miller suggested an open-ended question asking what
the community would like to see form the engagement board.
Dr. Scott Groesch suggested a positive question be included
in the survey
Suggestion was made to add where you took the survey to
further breakdown responses
Conclusions No More than 10 Questions settling on a consistent format
